**job-order identifier** (`job_order_number`), the **agricultural business** (`business_name`), the
**place of employment** city + state (`place_city`, `place_state`), the **requested begin / end dates**
(`requested_begin_date`, `requested_end_date`), and the **total workers** (`total_workers`) requested at that
placement.

**The field ceiling — placement facts only**

This is a placement addendum, so the field ceiling is deliberately tight: **case identifier, job-order identifier,
agricultural business, place-of-employment city + state (coarse geography), requested begin / end dates, and total
workers only.** Every **street address**, **postal code**, and **free-text additional-place-of-employment
information** column is **dropped at ingest and never emitted** — the code only ever copies the allow-listed
columns. This is verified by an offline test that feeds a row carrying street/postal/free-text values and asserts
none reach output, plus a live leak check on the real file.

**A full-row key — one case has many places of employment**

`CASE_NUMBER` is **not unique**: a single H-2A case lists many places of employment (about **10,364 cases across
188,580 placement rows**). The record key is a **full-row MD5** over the emitted natural grain — case, job order,
business, city, state, requested dates and total workers — and **exact-duplicate placement rows collapse** and are
never billed twice. The readable `natural_grain` is carried alongside the key.

**Placement demand — not the certification decision**

This is the **where / how-many** placement addendum (employer demand by location and worker count), **not** the
certification decision facts. The **H-2A certification master** (`h2a-labor-certifications` — employer, occupation,
SOC, wage, worksite, dates, statuses) is a **separate** cell; this Addendum-B placement table and that certification
master are **never conflated**. An `employment_note` records this on every record.

**Quarter-to-date — a living workbook, not a final file**

This is the **FY2026 Q3 quarter-to-date** workbook: a **moving cut refreshed through the quarter**, not a final
annual file. A `quarter_to_date` label rides every record and the run receipt carries the source **ETag** and
**Last-Modified** as the vintage. The workbook's declared sheet dimension is padded with **blank rows**; only rows
carrying a `case_number` are data — **blank padding is skipped and never billed** (non-empty-row law).
