    a source outage is not a mass removal.

    WIPO files cases continuously and the index is organised by case-number block, not by date. On the measured date the 2026 frontier sat around D2026-2800–3199 (13 rows, then 2, then 0), with earlier blocks full at ~198 rows each.

**The WIPO case index carries no dates.** Its columns are Case Number, Complainant,
Respondent, Domain Name(s) and Decision — and nothing else. So this cell reports that a
case *changed since your last run*; it cannot tell you the day a decision issued. Case
numbers ascend with filing order, so the case number is the chronology, and that is what
the frontier walk follows.

If you need decision dates, they are in the decision text, which this cell deliberately
does not open.

**Terminated and still-active cases have no decision link** — only 175 of 198 rows in a
measured block had one. Those rows are kept and flagged `decision_available: false`
rather than dropped, because a terminated case is a real outcome.

### What it is good at

Outcomes move. A case sits at `Case active` and later becomes `Transfer`, `Cancellation`,
`Complaint denied` or `Terminated`. The outcome is part of the signature, so that
transition is exactly what you get a delta for.
