- Initial release: `search` and `lookup` modes over the FMC registry of licensed Ocean
  Transportation Intermediaries (`www2.fmc.gov/oti/`, keyless).
- One keyless download of the full "OTI List" workbook per run (about 9,800 entries), parsed in
  memory. Columns are mapped by header name, not position, and a run fails loudly if the source
  layout drops a required column.
- One flat row per intermediary: organization and license number, NVOCC and ocean
  freight-forwarder flags, license renewal date with a `current` / `due_soon` / `overdue`
  status, country with US against foreign and foreign-NVOCC flags, full address and phone, the
  NVOCC and forwarder surety bonds (company, bond number, amount, effective date), a bond
  rollup, qualifying individuals with titles, and registered trade names.
- `search` filters: name, OTI type, state, country, based-in, city, foreign-NVOCC only,
  unlicensed-only, surety company, qualifying individual, has-bond, bond-amount range, and
  license renewal-date filters (`renewalBefore`, `renewalAfter`, `renewalDueInDays`).
- `lookup` accepts FMC organization numbers, license numbers and company names; an identifier
  that does not resolve writes an `error: "not found"` row.
- Free-plan runs are locked to a fixed 10-row sample.
