## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Indonesia Government Tenders Scraper (LPSE / SPSE INAPROC)

**Find Indonesian government tenders (pengadaan barang/jasa, lelang, tender) before your competitors.** This Actor reads the public tender lists of **~600 LPSE sites** on [SPSE INAPROC](https://spse.inaproc.id) — ministries (Kemenkeu, PUPR/PU, Kemkes…), provinces (DKI Jakarta, Jabar, Jatim…), cities and regencies — and returns clean, structured JSON/CSV/Excel with **budget (HPS & pagu in IDR), stage, procurement method, agency, location and qualification requirements**.

Use it for **tender monitoring, B2B lead generation, bid/no-bid research, market sizing and procurement analytics** in Indonesia. No login, no API key, no browser.

### What you get

| Field | Example |
|---|---|
| `tenderId` | `10176611000` |
| `title` | Pengadaan Firewall Demilitarized Zone (DMZ) Gedung Merah Putih KPK |
| `agency` | Komisi Pemberantasan Korupsi |
| `stage` / `stageEn` | Pengumuman Pascakualifikasi / *Announcement / open for registration* |
| `hpsIdrApprox` | 907800000 |
| `category` | Pengadaan Barang |
| `qualificationMethod`, `selectionMethod`, `evaluationMethod` | Pascakualifikasi Satu File · Tender · Harga Terendah Sistem Gugur |
| `fiscalYears` | \["2026"] |
| `url`, `scheduleUrl` | links to the official announcement and schedule |

With **Include announcement details** you also get: `workUnit` (satuan kerja), `paguIdr`, exact `hpsIdr`, `workLocation`, `businessQualification` (Kecil / Non Kecil), `contractType`, `rupPackages` (RUP codes & funding source), `participantsCount`, `qualificationRequirements` (KBLI / SBU requirements), `createdDate`.

See `samples/` for real output.

### How to use

1. Enter LPSE slugs (`kemenkeu`, `pu`, `jakarta`, `jabarprov`, `jatimprov`, `surabaya`, `kemkes`, `bandung`…) or `ALL`.
2. Optional: keywords (`laptop`, `aplikasi`, `konsultan`, `jalan`, `CCTV`), category, fiscal year, minimum HPS.
3. Run. Export to JSON, CSV, Excel, or connect to Google Sheets, Slack, email, Make, Zapier or n8n.

**Daily tender alerts:** enable *Only new tenders since last run*, schedule the Actor daily, and attach an email/Slack integration — you only receive (and pay for) new tenders.

#### Example input

```json
{
  "lpseSites": ["pu", "jakarta", "jabarprov"],
  "keywords": ["konsultan", "aplikasi", "gedung"],
  "onlyOpen": true,
  "minHpsIdr": 500000000,
  "includeDetails": true,
  "maxItems": 200
}
```

### Pricing (pay per event)

- **$3 per 1,000 tenders** (list data) — event `tender`
- **$8 per 1,000 tenders with full announcement details** — event `tender-with-details`
- Free Apify plan credits are enough to try it.

### Use with AI agents (MCP)

This Actor works as a tool in the Apify MCP server — ask your AI assistant *"find open IT tenders above Rp 1 billion in Jakarta LPSE"* and it can call the Actor directly.

### Good to know

- SPSE INAPROC only answers Indonesian IPs. The Actor therefore uses an Indonesian residential Apify Proxy by default, and its cost is already included in the per-tender price.
- Data is public procurement information published by LKPP/LPSE for transparency. The Actor respects `robots.txt` (all LPSE paths allowed, `Crawl-delay: 1`) and waits 1 s between requests.
- The scraper does not log in, does not download bid documents and collects no personal data.
- Newest tenders are returned first (by tender ID). `ALL` scans ~600 sites — combine with keywords and `maxPagesPerSite`.
- Not affiliated with LKPP, INAPROC or any LPSE. Always confirm details on the official announcement before bidding.

### FAQ

**Is it legal?** It reads publicly available announcement pages allowed by the site's robots.txt. You are responsible for how you use the data.
**Can I get winners / contract values?** `contractValueText` is included when the site publishes it; set `onlyOpen: false` to include completed tenders.
**Bahasa Indonesia?** Field values are kept in original Indonesian; `stageEn` gives an English stage label.

# Actor input Schema

## `lpseSites` (type: `array`):

LPSE slugs on spse.inaproc.id, e.g. 'kemenkeu', 'pu', 'jakarta', 'jabarprov', 'surabaya', 'kemkes'. Use \['ALL'] to scan all ~600 LPSE sites (slow, combine with keywords).

## `keywords` (type: `array`):

Case-insensitive keywords matched against tender title, agency and category, e.g. 'laptop', 'konsultan', 'gedung', 'software'. Leave empty for all tenders.

## `onlyOpen` (type: `boolean`):

Skip tenders that are completed, cancelled or failed.

## `category` (type: `string`):

Filter by SPSE procurement category (Jenis Pengadaan).

## `fiscalYear` (type: `integer`):

Optional. Leave empty for the site's default year.

## `agencyId` (type: `string`):

Optional SPSE agency code, e.g. 'K10' (Ministry of Finance). Shown in the agency dropdown on the LPSE site.

## `minHpsIdr` (type: `integer`):

Skip tenders with an estimated value below this amount, e.g. 500000000 for Rp 500 million.

## `includeDetails` (type: `boolean`):

Open each tender announcement for pagu & exact HPS, work unit, location, business qualification (Kecil/Non-kecil), RUP codes, participants count and qualification requirements. Charged as 'tender-with-details'.

## `onlyNewSinceLastRun` (type: `boolean`):

Remember tenders already returned (named key-value store 'lpse-tenders-state') and output only new ones. Ideal for daily schedules + email/Slack integrations.

## `maxItems` (type: `integer`):

Maximum number of tenders to output (each output item is one billable result).

## `maxPagesPerSite` (type: `integer`):

Max list pages per LPSE site (50 tenders/page, newest first).

## `proxyConfiguration` (type: `object`):

SPSE INAPROC blocks non-Indonesian datacenter IPs (HTTP 403). Keep the default Indonesian residential Apify Proxy for reliable results.
