- Open federal contract opportunities from the official SAM.gov Get Opportunities API v2 read from a daily cache Worker (`workers/sam-cache`, `SAM_CACHE_URL`): a personal SAM.gov key without a role allows only 10 requests a day, so the Actor never calls SAM.gov itself, one row per notice with agency, sub-tier and office, NAICS, PSC, set-aside, dates, place of performance, points of contact as published, the SAM.gov link and attachment links.
- `buyerAwardsLast12m`: count and obligated value of the contracts that the same sub-tier agency awarded in the same NAICS code in the last 12 months, from the USAspending API.
- Filters: posted date range (default yesterday), NAICS codes and prefixes, PSC codes, set-aside types, notice types, agency, place of performance state, keywords, response deadline after, max results.
- When the cache is unreachable or has no data for the dates, the Actor runs in USAspending-only mode (recent contract awards in the same row format) and adds a free `sam-key-missing` info row, so the default input always works without any key.
- Pay per event: `notice-returned` at $0.002. Info rows, error rows and the "no results" row are free.
