- Verifies Oregon CCB and Washington L\&I contractor licences from the
  states' own open data, refreshed daily, rather than by scraping their
  lookup portals.
- Computes `is_active`, `is_bonded` and `is_insured` for today. Both
  states publish expiry dates and leave the arithmetic to the reader, so a
  licence can look healthy while the bond behind it lapsed weeks ago.
- Surfaces Washington bond impairment — claims paid out against the bond —
  from the whole bond history, so it survives the contractor filing a
  replacement bond.
- Handles continuous bonds, which Washington records as text where a date
  would go. Read as a missing date, 45,078 of 177,029 bond records would
  report "cover unknown" when they are in fact the strongest cover there
  is.
- Normalises both states into one schema: Oregon's MM/DD/YYYY strings and
  Washington's ISO timestamps, text money fields, and unformatted phone
  numbers.
- Returns a free explanation instead of a silent zero when nothing
  matches, noting that absence from Oregon's file is itself meaningful.
