Initial release.

- Recalls and consumer complaints for any US vehicle, by VIN or by make,
  model and year. VINs are decoded through NHTSA's own vPIC service.
- Dates normalised to ISO 8601 from NHTSA's two different source formats:
  recalls are DD/MM/YYYY, complaints are MM/DD/YYYY. The two are
  indistinguishable for the first twelve days of any month, so merging
  them naively shifts dates by up to eleven months.
- Free diagnostic rows instead of silent zeros: `no_records` names the
  model spellings NHTSA actually files under, `vin_error` explains an
  unusable VIN, `lookup_error` reports an endpoint failure without losing
  the rest of the run.
- No per-run start fee; the Actor start event stays at Apify's default.
