# README

## Quebec Property Assessment Roll

Returns one row per assessment unit for any Quebec municipality: assessed
land, building and total values, plus address, use code, year built and
floor area. Official MAMH open data under CC-BY 4.0.

### What it does

Quebec publishes every municipality's property assessment roll (*rôle
d'évaluation foncière*) as open data: 1,134 XML files, one per
municipality, with field names like `RL0404A` and a 26-page guide
explaining them. This Actor turns one of those files into clean, typed,
documented rows.

Give it a municipality, by geographic code (`1042`) or by name
(`Grosse-Île`, or just `grosse ile`), and it returns every assessment
unit with its matricule, address, physical characteristics and the
assessed values that drive municipal tax bills, including the previous
roll's value so you can measure change directly.

**What it does not do.** It does not return owner names, owner addresses,
or cadastral lot numbers. MAMH removes those from the open files, and
re-identifying them is prohibited. This Actor excludes those sections of
the source outright rather than passing through whatever happens to
survive redaction. See *Attribution and privacy* below.

It is also not a live feed. Rolls are published annually.

Fields the source does not provide for a given unit are **absent**, not
blank: "the assessor did not record this" and "this is empty" are
different facts.

### Pricing

Pay per event. You are charged **$0.002 per assessment unit returned**,
plus Apify's standard $0.00005 Actor start event.

**Example:** a 1,000-unit municipality = 1,000 × $0.002 + $0.00005 =
**$2.00**.

You are never charged for:

- units removed by your `useCodes` filter. Filtering happens before
  delivery,
- anything beyond your `maxResults`,
- runs that fail, including a municipality name we cannot match.

Because a large city runs to hundreds of thousands of units, `maxResults`
defaults to 1,000 and `useCodes` exists precisely so you can pay for the
subset you actually want.

### Limits and refresh cadence

- **Annual, not live.** Rolls come into effect for a given year; the 2026
  files were published in April 2026. `market_conditions_date` tells you
  the date the valuations reflect.
- **Coverage:** 1,134 municipalities, roll years 2022 onwards.
- **Size:** municipal files range from 649 KB to about 795 MB. Large
  municipalities take longer; the Actor streams rather than loading a file
  into memory, so size affects runtime, not reliability.
- **Politeness:** at most 2 concurrent requests to MAMH, spaced out. The
  municipality index is cached for 24 hours.
- **One main building:** several fields (`year_built`, `floor_area_sqm`)
  are only published when a unit has exactly one main building. That is a
  property of the source, not a gap in this Actor.

### Attribution and privacy

Data from the [Rôle d'évaluation foncière du
Québec](https://www.donneesquebec.ca/recherche/dataset/roles-d-evaluation-fonciere-du-quebec),
published by the Ministère des Affaires municipales et de l'Habitation
(MAMH) under
[CC-BY 4.0](https://www.donneesquebec.ca/licence/#cc-by). Source and
licence are stamped on every row so attribution survives export.

MAMH removes owner names, owner addresses and cadastral data from the open
files, and prohibits re-identifying that information. This Actor:

- reads **no** owner section of the source, not even the fields that
  survive redaction;
- reads **no** cadastral block, including the undocumented lot numbers
  still present in the files;
- performs no matching against any other dataset.

If you need owner information, the roll is publicly consultable at the
municipality under the *Loi sur la fiscalité municipale*. This Actor is
not the route to it.

## `municipality` (type: `string`):

Geographic code (for example 1042 or 01042) or name (for example Grosse-Île). Names are matched without accents or punctuation, so 'grosse ile' works too.

## `rollYear` (type: `integer`):

Year the roll came into effect. Published years are 2022 to 2026. Rolls are annual, not live.

## `maxResults` (type: `integer`):

Stop after this many assessment units. Montréal alone has hundreds of thousands, so this defaults low on purpose. You are never charged for more than you receive.

## `useCodes` (type: `array`):

Optional. Keep only units whose predominant-use code starts with one of these. The MEFQ code is hierarchical, so "1" selects all residential, "10" detached houses, "5" and "6" commercial. Filtered-out units are never charged for.

## `failOnEmpty` (type: `boolean`):

Leave this off for normal use. The daily monitor run turns it on so that 'succeeded but returned nothing' shows up as a failure instead of passing silently.
