## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Nigerian Regulator Circulars (CBN and SEC)

Get Central Bank of Nigeria and Nigerian Securities and Exchange Commission publications as clean, structured data. Each record has the full text, including scanned PDFs read with OCR, plus who it applies to, affected sectors, and any labelled effective dates or deadlines.

Built for compliance teams, fintechs, law firms, analysts and AI agents that need to track Nigerian financial regulation without checking two websites.

### What you get

| Field | Meaning |
| --- | --- |
| `regulator` | `CBN` or `SEC` |
| `title`, `referenceNumber`, `publishedDate` | The official details |
| `category` | `circular`, `guideline`, `exposure_draft`, `sanctions`, `enforcement_notice`, `list` or `notice` |
| `sectors` | Rule based tags such as `banks`, `payments_fintech`, `bureaux_de_change` |
| `addressedTo` | Who the document says it is for |
| `summary` | The opening sentences, quoted from the document |
| `keyDates` | Effective dates and deadlines, each with its surrounding text |
| `fullText` | Extracted text |
| `textStatus`, `textSource`, `textTruncated` | How the text was obtained and whether it is complete |
| `sourceUrl`, `documentUrl` | Links to the official source |

### Example input

Monitor payments regulation every day and only receive new documents:

```json
{
  "regulators": ["CBN", "SEC"],
  "lookbackDays": 30,
  "maxResults": 20,
  "onlyNew": true,
  "sectors": ["payments_fintech"]
}
```

Set `lookbackDays` as high as 10000 and `maxResults` as high as 3000 to pull history.

### Example output

```json
{
  "id": "cbn-8106",
  "regulator": "CBN",
  "title": "Revised Implementation Timeline and Enforcement on Pos Geo-Fencing",
  "referenceNumber": "PSS/DIR/PUB/CIR/001/003",
  "publishedDate": "2026-05-29",
  "category": "circular",
  "sectors": ["banks", "microfinance", "payments_fintech"],
  "keyDates": [{ "type": "deadline", "date": "2026-07-31", "context": "..." }],
  "textStatus": "ok",
  "textSource": "pdf"
}
```

### Pricing

You pay per document delivered with its text. Documents whose text could not be obtained are returned free, with the official link.

### Scheduling

Turn on `onlyNew`, then create a schedule in Apify Console. Each distinct filter combination keeps its own history, so several schedules can run side by side.

### Limits

- PDFs are read up to 30 pages, and scanned PDFs up to 15 pages. `textTruncated` shows when a document was cut short.
- OCR can contain errors, so `textSource` shows `ocr` for those documents.
- Sectors, categories and key dates come from text rules, so they can miss or mislabel a document. Only explicitly labelled dates are captured.
- Some older CBN files return 404 on the CBN website. They are returned free with their details.
- Sanctions and enforcement notices name people and companies exactly as the regulators published them. Exclude them with the `categories` filter if you do not need them.

### Disclaimer

This Actor is independent and is not affiliated with or endorsed by the CBN or the SEC. It is not legal advice. Always confirm requirements against the official document.
