## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

## DOL Labor Certifications Scraper: PERM Green Card, H-2A and H-2B Cases

This scraper reads the public disclosure files of the US Department of Labor for three programs and turns them into clean data. PERM is the labor certification that an employer needs before it can sponsor a foreign worker for a green card. H-2A covers temporary farm workers and H-2B covers temporary non-farm workers such as landscaping, seafood processing, hotels and resorts, amusement parks and construction crews.

Each row is one case with the employer, the job, the occupation, the wage offered, the place of work, the number of workers, the dates and the outcome. Wages are converted to an hourly rate so that cases paid by the year, the month or the hour can be compared, and typing mistakes in the source are fixed and flagged. Two more modes summarize the files: a list of sponsoring employers with totals and wages, and a table of wages by occupation.

Job seekers, recruiters, immigration lawyers, staffing firms, farm labor contractors, researchers and journalists use it to see who sponsors workers, for which jobs and at what pay.

### What can you do with this scraper?

- List the companies that sponsor green cards for a job title, in a city or a state
- Find the employers that bring the most seasonal workers in landscaping or agriculture
- See the hourly wage offered for an occupation in an area
- Check the outcome of cases of an employer: certified, denied, withdrawn
- Compare housing, meals and hours that farms offer to H-2A workers
- Follow the law firms and agents that file the most cases
- Look at the decisions of the last weeks
- Find large requests, for example farms asking for hundreds of workers
- Work across several fiscal years in one run
- Export to CSV or Excel, or send new decisions to your own tools

### What data can you extract?

| Mode | One row is | Highlights |
|---|---|---|
| Cases | One case of the chosen program | Program, fiscal year, case number, outcome, received and decision dates, days to decision, employer name, trade name, address, tax number, industry code, law firm, job title, occupation code and name, work city, county, state and ZIP, wage offered with its unit, hourly wage, wage flags |
| Cases of PERM | One green card labor certification | Plus professional or non-professional occupation, number of employees of the company, year founded, prevailing wage case, work area, multiple work sites, yearly wage, full time and live-in flags, job dates |
| Cases of H-2A | One farm worker request | Plus type of employer, labor contractor flag, nature of the temporary need, emergency filing, workers needed, requested and certified, requested and employment dates, hours per week, wage, piece rate, overtime, pay frequency, education and experience required, criminal and drug checks, housing type and size, meals and charge, recruiter use |
| Cases of H-2B | One seasonal worker request | Plus cap subject and cap exempt workers, workers requested and certified, nature of the temporary need, dates, hours, hourly wage, overtime rate, work area, education, training and experience required, board and lodging, transport, foreign labor recruiter |
| Employers | One company | Cases, certified, denied and withdrawn, certification rate, workers certified, median, quartile, minimum and maximum hourly wage, top job titles, occupations, work states and law firms, first and last decision, cases by fiscal year |
| Occupations | One occupation code | Certified cases, workers certified, median, average and percentile hourly wages, yearly equivalent, top employers and states |

### How to scrape the files

1. Choose the **Program**: PERM, H-2A or H-2B.
2. Choose **Cases**, **Sponsoring employers** or **Wage statistics by occupation**.
3. Pick the fiscal years. The default is the latest year.
4. Add filters: employer names, job titles, states, cities, outcomes, wages, workers.
5. Set **Max Items** and click **Start**.
6. Export the dataset as CSV, Excel or from the Apify console.

Each fiscal year is one big government file, so a run takes one to three minutes per year.

```
```

### PERM case output example

  "hourlyWageFromUsd": 53.62,
  "decisionDate": "2025-12-15",
  "employerEmployees": 12054
}
```
### How much does it cost to scrape the files?
You pay per result: $22 per 1,000 rows plus a tiny start fee. The free plan returns up to 10 rows per run. Employer and occupation rows each summarize many cases, so a list of 3,000 sponsors costs about sixty dollars.
### Tips for better results
- Wage statistics use certified cases only. The wage is the lowest offered, so overtime, bonuses and benefits are not included.
- Piece rate offers have no hourly wage and are left out of the wage figures.
- A yearly amount typed in the hourly field is read as yearly and marked with the wage unit corrected flag. Impossible amounts are marked as outliers and left out of statistics.
- In H-2A and H-2B, one employer can file many cases for the same season. Use the employers mode to see totals.
- The outcome text is the one of the department, for example Determination Issued - Certification. Search with a word such as certification, denied or withdrawn.
- PERM cases take long to decide, often more than a year. The days to decision field shows how long each one took.
- For the two temporary programs the files have one row per job order and work site. A farm with several work sites can appear more than once.
- Personal names and emails of employer contacts, attorneys and preparers are not included on purpose. Only business names are.
### Who uses this data?
- **Job seekers and recruiters** find sponsoring employers and see real pay.
- **Immigration lawyers** research outcomes by employer, occupation and region.
- **Staffing firms and labor contractors** see the demand for seasonal workers.
- **Researchers and journalists** study wages, housing and enforcement.
- **Investors** follow hiring of farms, resorts and landscaping companies.
### Automate and connect
Schedule the Actor every month and send new sponsors to Slack, Google Sheets, Zapier, Make or n8n, or trigger a webhook when a run ends.
### FAQ
**Do I need an account or a login?**
No. The Actor works without any login.
**Which years are available?**
The fiscal years published by the Department of Labor for each program. The Actor lists them if you ask for a year that is missing.
**Does it include denied and withdrawn cases?**
Yes. Use the outcome filter to keep only the ones you want.
**What is the difference between PERM and H-1B?**
PERM is a step towards a green card. H-1B is a temporary work visa for specialty jobs. This family of data is separate from the H-1B Actor.
**Why does a PERM wage show as yearly and hourly?**
The Actor converts the wage to a year with 2,080 hours, so that you can compare it with hourly jobs.
**Is this legal advice?**
No. It is public information about cases. Ask a lawyer before you make decisions about a visa.
