## Delivery Exception & Claims Monitor

Detect shipment problems before customers chase support. This Actor applies transparent exception rules to tracking events, ranks operational risk, and creates an HTML evidence pack that support teams can preserve with a claim.

### Detection rules

- Explicit carrier exceptions, failed attempts, damage, address issues, loss, and customs holds.
- Return-to-sender events.
- Estimated delivery dates that passed beyond your grace period.
- Tracking histories with no new scan beyond your stale threshold.
- Missing dated tracking evidence.

Every flag includes the source status or date that triggered it. The Actor never claims a package is lost based only on elapsed time.

### Sources and billing

`manual` mode analyzes shipment events you provide and does not run another Actor. `seventeen-track` mode calls `crawlerbros/seventeen-track-scraper` (or the marketplace Actor ID you specify). That child Actor has its own availability, terms, and charges in addition to this Actor.

The dataset contains one analysis per shipment. `OUTPUT` contains the aggregate summary. `CLAIMS_EVIDENCE` is a printable HTML evidence pack. Carrier policies still govern refunds and claims.
