Watch a book of **IPEDS UNITIDs** (preferred) and/or **OPEIDs** (secondary) and emit typed operating / ownership events when the official **US Dept of Education College Scorecard** API shows an institution flipping **`school.operating`** (open ↔ closed) or changing **`school.ownership`**.
