Watch CASRNs and emit typed ACTIVITY\_ACTIVE/INACTIVE, FLAG\_CHANGED, APPEARED, DROPPED events from the official EPA non-CBI TSCA Inventory CSV zip. Not TRI twin; not Safer Choice twin; not CDR site screener; not REACH SVHC twin.

## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## EPA TSCA Inventory CASRN Activity Status Portfolio Event Monitor

Watch a book of **CASRNs** and emit typed Inventory events when the official **EPA non-CBI TSCA Inventory** CSV shows a substance flipping **ACTIVITY ACTIVE↔INACTIVE**, changing material **FLAG** values, **appearing**, or **dropping** from the published non-CBI list.

**Not** TRI facility twin (#31). **Not** Safer Choice product twin (#37). **Not** TSCA CDR site screener twin. **Not** REACH SVHC delta twin. **Not** a nationwide Inventory dump billed as rows.

### Coverage honesty (CASRN exact match + non-CBI Inventory only)

- **Source:** Official EPA non-CBI TSCA Inventory CSV zip\
  `https://www.epa.gov/system/files/other-files/2026-05/csv-non-cbi-tsca-inventory.zip`\
  → `TSCAINV_*.csv` (fields: durable `CASRN`, `ACTIVITY`, `FLAG`, `ChemName`, `UID`).\
  Page: https://www.epa.gov/tsca-inventory/how-access-tsca-inventory
- **Keys:** **CASRN exact match** after normalize (dashed form). Optional accession `ACCNO` / PMNACC is secondary documentation only — default SKU is CASRN on `TSCAINV_*`.
- **Cadence:** EPA biannual Inventory refresh (plus interim if EPA posts a new zip).
- **Scope:** Published **non-CBI** Inventory ACTIVITY/FLAG only — do **not** claim Master Inventory (CBI) coverage, ChemView dockets, or CDR site-level manufacture volumes.

### Events

| Event | When |
|-------|------|
| `ACTIVITY_ACTIVE` | Watched CASRN ACTIVITY → ACTIVE |
| `ACTIVITY_INACTIVE` | Watched CASRN ACTIVITY → INACTIVE |
| `FLAG_CHANGED` | `FLAG` cell changed while still present |
| `APPEARED` | Watched CASRN missing → present on non-CBI Inventory |
| `DROPPED` | Watched CASRN present → missing from non-CBI Inventory |
| `RUN_STATUS` | Non-billable health row every successful run |

First observation of a CASRN stores a **baseline only** (no product charge).

### Modes

- **`sourceMode=fixture`** (default): Store health / CI. With `emitFixtureDemoEvents=false` (default) emits **only** `RUN_STATUS` / `FIXTURE_HEALTH` → **0** product charges.
- **`sourceMode=live`**: Official EPA Inventory CSV zip (**no API key**). One zip pull, extract `TSCAINV_*.csv`, in-memory filter to the watchlist — does **not** bill national rows.

### Pricing (Model A)

- `tsca-casrn-status-event-delivered` @ **$0.02** / unique delivered event
- `apify-actor-start` @ **$0.00005**
- Quiet books ≈ $0 product charge

### Input

See `.actor/input_schema.json`. Primary field: `casrns` (alias `chemicalNumbers`). Optional `signalGroups`: `directory`, `activity`, `flag`.

### Legal

**GREEN** — EPA public non-CBI TSCA Inventory download. Cite EPA TSCA Inventory + retrieval date. Default product fields = CASRN + ChemName + ACTIVITY + FLAG (public chemical identity data; do not attempt CBI identity recovery).

### A1b wedge

CASRN watchlist × scheduled official TSCA Inventory CSV snapshot diff → typed ACTIVITY/FLAG events only for the book. Same-job Store niche empty; wrong-job CDR site screener (`malonestar/epa-tsca-cdr-chemical-site-screener`) and ECHO facility scrapers. See `opportunity/reports/phase3-a1b-next3-v16.md` (#1 PASS → build #44).

### Private

`isPublic` must remain **false** for this launch.

# Actor input Schema

## `casrns` (type: `array`):

CAS Registry Numbers to monitor against the official EPA non-CBI TSCA Inventory CSV. Exact match after normalize (digits with optional hyphens rebuilt to standard XXXXXXX-XX-X). Invalid entries skipped with no charge. Not a national Inventory dump bill.

## `chemicalNumbers` (type: `array`):

Optional alias for casrns — same CASRN keys, merged into the watchlist.

## `signalGroups` (type: `array`):

Which change groups to evaluate: directory (APPEARED/DROPPED), activity (ACTIVE↔INACTIVE), flag (FLAG field). Default: all.

## `maxRunSeconds` (type: `integer`):

Wall-clock budget (zip download + CSV parse + watchlist diff).

## `maxEvents` (type: `integer`):

Stop after this many unique change events are delivered (does not include RUN\_STATUS).

## `resumeFromCheckpoint` (type: `boolean`):

If true, resume CASRN snapshots and seen event\_uids from the default Key-Value Store.

## `sourceMode` (type: `string`):

fixture = Store/CI health default (no network; RUN\_STATUS only unless emitFixtureDemoEvents=true). live = official EPA non-CBI TSCA Inventory CSV zip (no API key).

## `emitFixtureDemoEvents` (type: `boolean`):

When sourceMode=fixture, if true push fabricated change events from local fixtures. Default false so Store daily auto-tests never emit fake TSCA events or charge tsca-casrn-status-event-delivered.

## `asOfHint` (type: `string`):

Optional as\_of label for events / RUN\_STATUS. Defaults to date inferred from Inventory zip/CSV filename when present.

## `maxTotalChargeUsd` (type: `number`):

Optional soft budget hint for delivered change events.

## `inventoryZipUrl` (type: `string`):

Optional override for the official EPA non-CBI TSCA Inventory CSV zip URL.
