# MSHA Mine ID Portfolio Status Monitor (`plym-actor-factory/us-msha-mine-id-status-monitor`) Actor

Watch MSHA Mine IDs and emit typed ACTIVE/STATUS\_CHANGED/ABANDONED\_OR\_NONPRODUCING/CONTROLLER\_CHANGED/OPERATOR\_CHANGED/REAPPEARED events from the official MSHA Open Government Data Mines.zip register. Not a nationwide mine/violation dump; not OSHA twin; not unpaid mining SaaS.

## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## MSHA Mine ID Portfolio Status Event Monitor

Watch a book of **MSHA Mine IDs** and emit typed mine-register status/controller/operator events when the official **MSHA Open Government Data Mines.zip** shows a watched mine **becoming Active**, **changing status**, **leaving Active for Abandoned/NonProducing/Temporarily Idled**, **changing controller**, **changing operator**, or **reappearing** on the register.

**Not** a nationwide mines/violations dump billed as rows. **Not** an OSHA injury-leads twin. **Not** unpaid mining-SaaS scrape. Default product = **mine-register status events** only (Violations/Inspections/Accidents companion zips are optional enrichment later — not this SKU).

### Coverage honesty (MINE\_ID exact match)

- **Source:** Official MSHA OGD `https://arlweb.msha.gov/OpenGovernmentData/DataSets/Mines.zip` (public; no key). Live-verified 200 / `application/x-zip-compressed`.
- **Keys:** Exact `MINE_ID` match after normalize (7-digit zero-pad). Name+state is **not** used for matching.
- **Cadence:** Follows MSHA OGD Mines.zip refresh (not streaming).
- **Fields:** `CURRENT_MINE_STATUS`, `CURRENT_STATUS_DT`, controller/operator IDs+names, commodity/SIC, state/county — facility/org data; minimise unnecessary personal fields.
- **Limitation:** Does **not** stream full violation/accident dumps. Absence from Mines.txt is rare (register is historical); status flips are the primary signal.

### Events

| Event | When |
|-------|------|
| `MSHA_MINE_ACTIVE` | Watched Mine ID status becomes Active |
| `MSHA_STATUS_CHANGED` | Other material status change while present |
| `MSHA_ABANDONED_OR_NONPRODUCING` | Status → Abandoned / Abandoned and Sealed / NonProducing / Temporarily Idled |
| `MSHA_CONTROLLER_CHANGED` | Controller ID or name changed |
| `MSHA_OPERATOR_CHANGED` | Operator ID or name changed |
| `MSHA_REAPPEARED` | Missing → present on register |
| `RUN_STATUS` | Non-billable health row every successful run |

First observation of a Mine ID stores a **baseline only** (no product charge).

### Modes

- **`sourceMode=fixture`** (default): Store health / CI. With `emitFixtureDemoEvents=false` (default) emits **only** `RUN_STATUS` / `FIXTURE_HEALTH` → **0** product charges.
- **`sourceMode=live`**: Official MSHA Mines.zip (**no API key**). One register pull, then in-memory filter to the watchlist — does **not** bill national rows.

### Pricing (Model A)

- `msha-mine-status-event-delivered` @ **$0.02** / unique delivered event
- `apify-actor-start` @ **$0.00005**
- Quiet books ≈ $0 product charge

### Input

See `.actor/input_schema.json`. Primary field: `mineIds`. Optional `signalGroups`: `status`, `controller`, `operator`, `presence`.

### Legal

**GREEN** — MSHA Open Government Data public datasets. Cite MSHA + retrieval date. Default product fields = Mine ID + status + status date + controller/operator org names + commodity/state (facility/org data).

### A1b wedge

Mine-ID watchlist × scheduled official Mines.zip snapshot diff → typed status/controller/operator events only for the book. Existing Store shelf is dump/leads/violation extracts (wrong job). See `opportunity/reports/phase3-a1b-next3-v14.md` (#1 PASS → build #38). Competitors cited from v14 only: `scrapesage/msha-mine-operations-scraper`, `jungle_synthesizer/msha-mine-data-retrieval-scraper`, `crawlerbros/msha-compliance-action-scraper`, `parseforge/msha-mine-data-scraper`, `nexgensignal/mine-operator-safety-records` (dumps/leads — different job).

### Private

`isPublic` must remain **false** for this launch.

# Actor input Schema

## `mineIds` (type: `array`):

MSHA Mine IDs (7-digit, e.g. 0100003) to monitor against the official Mines.zip register. Exact match after normalize. Invalid entries skipped with no charge. Not a nationwide dump — only Mine IDs on the book are evaluated.

## `signalGroups` (type: `array`):

Which change groups to evaluate: status (ACTIVE/STATUS\_CHANGED/ABANDONED\_OR\_NONPRODUCING), controller, operator, presence (REAPPEARED). Default: all.

## `maxRunSeconds` (type: `integer`):

Wall-clock budget for the run (Mines.zip fetch + watchlist diff).

## `maxEvents` (type: `integer`):

Stop after this many unique change events are delivered (does not include RUN\_STATUS).

## `resumeFromCheckpoint` (type: `boolean`):

If true, resume mine snapshots and seen event\_uids from the default Key-Value Store.

## `sourceMode` (type: `string`):

fixture = local/CI / Apify Store daily auto-test default (no network; emits RUN\_STATUS only unless emitFixtureDemoEvents=true). live = official MSHA Mines.zip (no API key).

## `emitFixtureDemoEvents` (type: `boolean`):

When sourceMode=fixture, if true push fabricated change events from local fixtures (unit/local demos only). Default false so Store daily auto-tests never emit fake MSHA events or charge msha-mine-status-event-delivered. Production: leave false and use sourceMode=live. SAMPLE rows only: demo events use placeholder entities (never real companies/IDs), are flagged sample=true / isSample=true, and are NEVER charged.

## `asOfHint` (type: `string`):

Optional as\_of label for events / RUN\_STATUS. Defaults to Mines.zip Last-Modified when present.

## `maxTotalChargeUsd` (type: `number`):

Optional soft budget hint for delivered change events. Platform ACTOR\_MAX\_TOTAL\_CHARGE\_USD also applies when set.

## `minesZipUrl` (type: `string`):

Optional override for the official MSHA Open Government Data Mines.zip. Default: https://arlweb.msha.gov/OpenGovernmentData/DataSets/Mines.zip
