## Financial Transaction Policy MCP

Stateless guardrail for payments proposed by AI agents. It evaluates amount,
currency, recipient allowlists, daily budget, confirmation, memo and independent
approver requirements before a separate payment tool is called.

The server never executes a transaction and does not return recipient IDs. Each
completed tool call emits one `tool-call` PPE event.
