Ranks GitHub repositories by stars, recency, topics, forks, and breakout signal quality. Defaults target AI agents, LLM, MCP, and developer-tool repositories.

Output includes `decision`, `signalScore`, repo metadata, stars/day, topics, reason, and GitHub URL.

Data source: GitHub Search API. Unauthenticated runs may be rate-limited by GitHub.
