- Fixed: runs before the SEC publishes the day's index (or on a holiday) failed with "The SEC is throttling requests". The SEC answers 403 for a file that doesn't exist yet; the Actor now checks whether the SEC is reachable and treats the missing day as empty.
- When the SEC really throttles before any filing is returned, the Actor waits 60 s and tries once more. If it throttles part-way, the filings already returned are kept and the run ends normally.
