## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## TED Tenders Scraper

Search public procurement notices published on TED (Tenders Electronic Daily, ted.europa.eu), the official journal for EU public tenders. Filter by keyword, buyer country, CPV code, notice type and publication date. You get one record per notice: title, description, buyer with contact details, submission deadline, estimated value, winners and awarded value of contract award notices, lots, duration, and links to the notice as PDF and XML in every language. Use it for tender monitoring, bid pipelines, market research and sales leads from public buyers.

The data comes from the official, public TED Search API. No account or API key is needed.

Fill rates in a test run of 159 notices from keyword, CPV and country searches (October 2026): title, buyer name, buyer country, CPV codes, publication date, notice type and document links were present on every row. The deadline was present on 87 percent of contract notices and on no award notice. The estimated value was present on 31 percent of contract notices, because many buyers do not publish one. Winner names were present on 92 percent of award notices and an awarded value on 77 percent. Buyer email and phone were present on every row, the buyer website on 83 percent.

### Input

| Field | Type | Default | Description |
|-------|------|---------|-------------|
| `keywords` | list of text | empty | Words or phrases searched in the notice text. Each keyword is a separate search; a phrase of several words is matched as a phrase. A comma separated text also works. |
| `countries` | list of text | empty | ISO codes of the buyer country, for example `DE`, `FR`, `AT`. |
| `cpvCodes` | list of text | empty | CPV codes, for example `72000000` (IT services). A code also matches the more specific codes below it. |
| `noticeTypes` | list of text | empty | `contract`, `award`, `prior-information` or `modification`. Empty means all types. |
| `publishedFrom`, `publishedTo` | text | empty | Publication date range, `YYYY-MM-DD`. |
| `activeOnly` | boolean | `false` | Only notices whose submission deadline has not passed. Notices without a deadline, such as award notices, are left out. |
| `maxResults` | integer | `100` | Maximum number of notices across all keywords. `0` means no limit (the source returns at most 15000 results per keyword). The limit is shared equally between keywords; a share that is not used goes to the later ones. |
| `language` | text | `EN` | Language of title and description. If a notice has no text in this language, its original language or another available language is used. |
| `expertQuery` | text | empty | Advanced: a condition in the TED expert search syntax, combined with the other filters using AND. A trailing `SORT BY` clause replaces the default order. |

Results are returned newest first. Numbers may be given as text (`"25"`). An empty input `{}` runs a small sample search (keyword software, last 30 days, up to 10 notices) and the run status says so. If the input cannot be read, the actor runs that same sample and writes a warning to the log. A value that cannot be used, such as an unknown country code, stops the run with a message that names the value; nothing is charged. The same keyword given twice is searched once, and a notice that several searches find is delivered once.

The example shows a selection of fields. Every record contains all fields listed above.

### Pricing

Pay per event. The `actor-start` event is charged once per run, together with the first delivered notice. The `tender` event is charged for each delivered notice row. Prices are shown on the Pricing tab of this Actor. A run that finds nothing is not charged. If you set a maximum cost per run, the run stops at that limit and the status message says how many tenders were delivered.

### FAQ

**Which notices are covered?** Notices published on TED, the EU journal for public procurement, including notices of buyers in EU and EEA countries and others that publish there.

**Why are some fields empty?** TED notices differ by form and age. Older notices have fewer fields, award notices have no submission deadline, and many buyers do not publish an estimated value.

**Which country code do I use?** The country of the buying organisation, as a two-letter ISO code (`DE`, `FR`). `EL` and `UK` are accepted too.

**What does a CPV code match?** The code and the more specific codes below it, so `72000000` covers IT services as a whole.

**How is the language chosen?** `title` and `description` use the language you set. If the notice has no text in it, the original language of the notice is used, then any other available language.

**Which deadline is shown for notices with several lots?** The earliest deadline that has not passed, otherwise the latest one.

**Where do I report a problem?** Use the Issues tab of this Actor.

### Limits

- The source returns at most 15000 results per search. Narrow the search with dates or filters for larger result sets.
- Only the public notice data is returned. Documents attached to a tender (tender files) are not downloaded.
- Values are as published by the buyer, in the currency of the notice.

# Actor input Schema

## `keywords` (type: `array`):

Words or phrases to find in the notice text, for example software or cleaning services. Each keyword runs as a separate search and a notice found by several keywords is returned once. A phrase of several words is matched as a phrase. Leave all filters empty to run a small sample (software, last 30 days, up to 10 notices).

## `countries` (type: `array`):

ISO country codes of the buying organisation, for example DE, FR, AT. Leave empty for all countries.

## `cpvCodes` (type: `array`):

Common Procurement Vocabulary codes, for example 72000000 for IT services. A code also matches the more specific codes below it. Leave empty for all categories.

## `noticeTypes` (type: `array`):

contract (contract notices, open calls), award (contract award notices with winners), prior-information (planned tenders) or modification. Leave empty for all types.

## `publishedFrom` (type: `string`):

Only notices published on or after this date, in the format YYYY-MM-DD.

## `publishedTo` (type: `string`):

Only notices published on or before this date, in the format YYYY-MM-DD.

## `activeOnly` (type: `boolean`):

On: only notices whose submission deadline has not passed. Notices without a submission deadline, such as award notices, are left out.

## `maxResults` (type: `integer`):

Maximum number of notices to return across all keywords. Set to 0 for no limit (the source returns at most 15000 results per keyword). The limit is shared equally between keywords; a share that is not used goes to the later ones.

## `language` (type: `string`):

Language of the title and description, as a two-letter code such as EN, DE or FR. If a notice has no text in this language, its original language or another available language is used.

## `expertQuery` (type: `string`):

Optional search condition in the TED expert search syntax, for example classification-cpv=72\* AND estimated-value-proc>100000. It is combined with the other filters using AND. A trailing SORT BY clause replaces the default order (newest first).
