- First release (#180). County x classification directory over the Alabama Licensing Board for
  General Contractors' full roster CSV (`/genconbd/FullRosterReport`, 8,917 licensees): every
  LBGC licensee in an Alabama county with phone, fax, mailing address, ZIP, PO-box flag,
  classifications, bid limit and expiry. One GET per run (~19 s); the per-licence detail pages
  carry nothing the CSV lacks (200/200 sampled licences agreed on every field), so none are fetched.
- County is derived — LBGC publishes none — from Census 2020 ZCTA->county and place->county
  tables (`scripts/build_county_lookup.py`), labelled per row in `county_method`. 96% of Alabama
  licensees resolve; the rest stay null rather than be guessed.
- Out-of-state licensees (53% of the roster) are excluded unless `includeOutOfState` is set.
  Free Discovery Mode lists the 67 counties and every classification code with its count.
