- **Business-name and owner-name searches now report a CSLB outage instead of returning nothing.**
  When the state portal is down it redirects every request to a Department of Consumer Affairs
  maintenance page, which looks like an ordinary successful page load — so a name search came back
  empty and read as "no such contractor". Licence-number lookups already detected this; both name
  searches now do too, returning the same free, never-charged "CSLB unavailable" row.

- First release: **look up & verify** a California contractor license from a single query — a
  license number (direct lookup) or a business/contractor name (CSLB business-name search).
  Returns deduped matches, optionally enriched with the full license record: entity type,
  issue/expiry dates, classifications, contractor's bond, and workers' comp. Pay-per-result
  (`dataset-item`); no charge for empty runs.
- Added **personnel/owner-name search**: a name query now also searches the CSLB personnel index
  and returns every license a person is listed on (RMO/RME/owner) — even under a different
  business name — unioned with business-name matches and deduped by license #.
- **Fixed: a refused lookup no longer looks like "no such license".** When CSLB declines a
  request it quietly redirects to its search page, which the actor used to read as an empty
  result — so a run that never reached the source returned zero rows and looked like a clean
  "not found". It now returns a single free, **unbilled** row explaining that CSLB was
  unavailable. A genuine "no such license" still returns zero rows, as before.
