- First release. Filter-only statewide export of Delaware's two public-domain contractor rosters on
  data.delaware.gov (Socrata): Division of Revenue contractor business licences (`5zy2-grhr`, the
  four contractor categories, 13,215 current licences) and Division of Professional Regulation
  electrical / plumbing / HVACR licences (`pjnv-eaih`, 7,205 active, homeowner permits only on
  request). A statewide run is ~5 requests and ~5 s.
- Every filter is pushed into SoQL `$where` (quotes doubled, names matched with `contains()` so a
  `%` is never a wildcard); pages of 10,000 in licence-number order. A filter one roster cannot
  apply leaves that roster out instead of being ignored.
- One row per licence number: business-licence DBAs folded into `trade_names` (13,417 rows ->
  13,215 licences), the latest term of a re-issued trade licence wins. `disciplinary_action` is
  not shipped: it reads 'N' on all 354,268 rows of the source, revoked licences included. The
  geocode is a ZIP centroid and is not shipped either.
- Filters: source, residency, trade, status, city, ZIP, name — scalar and list keys. `maxResults`
  (default 500, max 100000) is run-wide. Chunked push-then-charge at $0.004 per licence.
