#### Fixed

- **A DBPR outage no longer reads as "this county has no contractors".** On 2026-09-04 DBPR
  served a scheduled-maintenance page. The actor found no county dropdown on it, concluded
  `Hillsborough` "did not match any DBPR county", and returned the (empty) county list — 0 rows
  on a SUCCEEDED run, which on a directory actor is a confident wrong answer. Every response is
  now checked for a bounce, a non-2xx status, a block/challenge and a maintenance page (the same
  guard the sibling `florida-contractor-license-lookup` used to catch the same outage in the same
  minute), and an empty county dropdown is treated as the portal not answering — Florida has 67
  counties and always will. The run returns one free, unbilled `source_unavailable` marker row
  saying so, and charges nothing for it.

#### Fixed

- **An unusable `county` no longer fails the run (#133).** 22 of 71 customer runs were failing
  with `ValueError` (exit 91), which counts toward the public failure rate behind Apify's
  "under maintenance" badge. A missing or unrecognised county now returns the county list as a
  free, successful run that tells you exactly what to pass next time.
- **County names are matched the way people write them.** `Miami-Dade County` now resolves to
  DBPR's `Dade` (the county was renamed in 1997; the portal was never updated), `Saint Lucie` to
  `St. Lucie`, and `Lafayette` to the portal's own misspelled `Lafayett`. Matching was previously
  exact, so each of these lost a paying customer their run.
- **Counties are never charged for.** Charging now keys off the record type rather than the
  `listCountiesOnly` input flag, so the county list returned by the fallback above cannot be
  billed as contractor records.
