  contractor registration search: 20,299 current registrations on 2026-10-07 (15,909 with a
  Nebraska mailing address). One POST plus session-paged GETs at up to 5,000 rows per page; the
  statewide pull is 5 pages, ~170 s.
- The search's POST `Page` field is ignored; paging is `GET ?page=N&resultsPerPage=M` on the
  session the POST created, so filters carry over by construction and a lost session (HTTP 500)
  becomes a free `blocked` notice that keeps the rows already read.
- Registration number is the detail-page id with its dash restored (`3305326` -> `33053-26`);
  verified against 200 detail pages (0 mismatches) and unique across the statewide pull.
- Filters: NDOL service category (NAICS-based), county (pinned to State=NE — the county box alone
  matches out-of-state firms whose own county shares the name), city and ZIP (re-checked exactly;
  the source prefix-matches), mailing state, name (both the DBA and corporation indexes,
  interleaved, `matched_by`), registration number. Scalar and list keys; an unrecognised value is
  dropped with a log line, and a filter with no recognised value returns a free `input_error` row.
- `includePhone` (opt-in, free): one detail GET per row, 4 at a time, ~15 rows/s measured
  (1,000 rows in 70 s); adds phone, email, corporation name, entity type, employee count and
  workers' comp status. One wall-clock budget (3,000 s) is shared by the search and enrichment;
  rows not enriched in time carry `enrichment_status: skipped_time_budget`.
- `maxResults` (default 500, max 100000) is a run-wide cap and is sent as the page size.
  Chunked push-then-charge at $0.004 per registration.
