- First release. Filter-only statewide export of the Ohio Construction Industry Licensing Board
  (OCILB) roster: electrical, HVAC, hydronics, plumbing and refrigeration contractor licences
  (training agencies on request). Three requests per run — the eLicense roster form, its POST,
  and the CSV it builds (~2 MB, ~4 s). 12,309 contractor licences on 2026-10-07.
- The form's State box is sent blank on purpose: its default (Ohio) drops the 1,929 licences held
  by out-of-state contractors.
- One row per licence number: the roster's licence-and-company pairs (12,495 rows for 12,486
  licences) are collapsed, preferring a real company over 'ESCROW' or blank; escrow-only licences
  are flagged `in_escrow`.
- Filters: trade, status, county (licence holder's), company city, company ZIP, name — scalar and
  list keys. An unrecognised value is dropped with a log line; a filter with no recognised value
  returns a free `input_error` row rather than widening to the state. `maxResults` (default 500,
  max 100000) is a run-wide cap. Chunked push-then-charge at $0.004 per licence.
