#### Added

- **Owner-name search.** A name query now searches TDLR's `owner_name` column as well as
  `business_name`, unioned and deduped by licence number. These are two different indexes and they
  disagree on **19,774 of TDLR's 983,494 records** — an owner such as "PETERSON, LESLIE LYNN"
  trading as "AIR TEMP HEATING & AIR CONDITIONING" was previously unreachable by any name search.
  `matched_by` says which index found the row.
- **Address, city, ZIP and phone.** The same Socrata response already carried
  `business_address_line1`, `business_city_state_zip` and `business_telephone`; the actor was
  dropping them. They now populate `address` / `city` / `zip_code` / `phone` at **zero extra
  requests**. TDLR publishes contact data only for company-held licence types — 11.0% of rows for
  address, 10.1% for phone (counted 2026-09-06) — so those columns stay null on individually held
  trade licences, and the listing now says so with the numbers.
  `business_mailing` is deliberately NOT shipped: it is a city centroid, not a geocode (the
  "PASADENA TX" row carries the coordinates of Pasadena, *California*).

#### Fixed

- **A TDLR outage no longer reads as "no such licence".** If every search index fails, the actor
  returned 0 rows — indistinguishable from a genuine miss, and the two actors that route Texas
  (`contractor-license-verify`, `contractor-license-expiration-monitor`) repeated that wrong answer
  to their own buyers. It now emits one free, never-billed marker row
  (`matched_by="source_unavailable"`), the same convention the California/Florida/Tennessee
  siblings and both aggregators already key off.
- **Canary now asserts something.** The nightly check required only `source_url`, which this actor
  reads from a constant — every row satisfied it, including a garbage one.

### 0.2 — state sweep: added CT

- Added Connecticut (CT) — Home Improvement Contractor licenses from data.ct.gov (dataset 5r9m-qgni).
  Single credential type (HIC), single license-number column (credentialnumber), single name column
  (businessname); clean drop-in with no profession filter or name concat required.
