- A DPOR outage is now a free `Notice(notice_type="blocked")` row instead of a silent empty
  dataset. `_fetch_file` never checked the status, so when www.dpor.virginia.gov 404'd its whole
  site (`/` included, confirmed from two hosts) the 196-byte Apache error page went straight into
  `csv.DictReader`, matched no `CERTIFICATE #` column, and the run SUCCEEDED with zero rows —
  "Virginia has no contractors". Guarded with the shared `assert_ok` + `assert_not_bounced`.
