## UK Planning Application Signal Monitor

A low-maintenance public-data Actor that turns the UK `planning-application` dataset on planning.data.gov.uk into property-change signals for operators, agents, contractors, and workplace/FM teams.

Instead of exporting raw planning rows, it scores applications by:

- commercial/property keywords such as office, refurbishment, change of use, plant, retail, shopfront, and workspace;
- target region/borough text matches;
- live/pending/approved stage; and
- recency.

It also supports `enableDelta`, `emitRemoved`, and `persistSnapshot` so scheduled runs build a history of new, changed, unchanged, and removed planning signals.

### Output

Each dataset row includes `signal_score`, `change_status`, `planning_stage`, `reference`, a description snippet, council/organisation marker, dates, matched regions/keywords, score reasons, and a source URL back to planning.data.gov.uk.
