The Actor reads its run time limit, gives each source a fair share of it, never waits on a Retry-After past that share, and keeps a reserve to write rows and profiles. Partial runs say "Partial (run time limit)" and list `stoppedAtTimeLimit` per source in OUTPUT. In monitor mode, awards not written because of the time limit stay "new" for the next run.
- Cause: a 30-day search pages Find a Tender, which answers HTTP 429 with Retry-After 120 s after about 20 requests; all rows were held until the end, so a 5-minute run timed out with nothing saved.
- Progress is logged every 10 pages.
