### Limitations (honest)

- Source is OSHA’s public **IMIS HTML** establishment search + detail pages (not the DOL Open Data API, which requires a free key)
- IMIS pages are slow and occasionally flaky; use `requestDelayMs` / proxy if needed
- Open cases are dynamic — violation/penalty figures can change
- Search date range defaults to the last ~3 years (`startYear` / `endYear`)
- Address parsing depends on IMIS HTML layout; odd formats may leave city/zip null
- Does not download citation PDFs or full narrative narratives beyond summary tables
