**Use case:** 

Records whose citizenship or country field names Iraq, across all three authorities at once — US Treasury OFAC, the European Union and the UN Security Council. Matching is a case-insensitive substring, so every spelling an authority uses is caught. Countries are only filled in where the authority published them.
