## GB Pesticide Active Substance Approval Change Signals

Monitors the official HSE GB Pesticides Approvals Register and emits factual changes to active-substance approval records.

The first valid live run stores a full baseline and emits no signals. Later runs compare the complete validated register and can emit `APPROVAL_ADDED`, `APPROVAL_REMOVED`, `APPROVAL_EXPIRY_CHANGED`, `APPROVAL_CONDITIONS_CHANGED`, and `APPROVAL_DETAILS_CHANGED`. `maxItems` limits Dataset output only; it never truncates the stored snapshot.

The stable key is built from the normalized substance name plus the source-native `Basic substance` and `Low-risk a.s.` approval-type flags. This combination was unique across all 356 current approval rows in the August 2026 workbook. Source anomalies, missing headers, duplicate keys, and implausible row-count collapses fail closed before diffing or snapshot mutation.

Sample mode is deterministic, uses synthetic records, makes no HSE requests, and does not access the production key-value store.
