## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## SAM.gov Contract Opportunities Monitor

Find and monitor **U.S. federal contract opportunities** from SAM.gov: **RFPs, RFQs, solicitations, combined synopses, sources sought, presolicitations and award notices**. Filter by **NAICS, PSC, set-aside (SBA, 8(a), HUBZone, SDVOSB, WOSB), agency, state, posted date, response deadline and keywords**. Turn on **monitor mode** to get only **new or amended** notices on each run. Schedule it daily and you have a federal bid alert feed.

- ✅ **No SAM.gov account, API key or login.** It reads SAM.gov's official public daily extract.
- ✅ **Reliable.** One file download per run. No screen scraping, no search-page rate limits.
- ✅ **New and amended detection.** It catches new notices, amendments and deadline changes, with a separate saved state for each monitor.
- ✅ **Deadline-aware.** Every row has `daysUntilDeadline` and a `deadlineSoon` flag.
- ✅ **Clean output.** Normalized JSON, CSV or Excel, with a direct SAM.gov link for every notice.
- ✅ **No personal contact data.** Contracting officer names, emails and phones are left out.

### Who uses it

| Who | What for |
|---|---|
| Small businesses & GovCon startups | Daily alerts for solicitations in your NAICS codes and set-aside category |
| Business development & capture teams | Track target agencies and states. Never miss an amendment or deadline change |
| Proposal writers & GovCon consultants | Build client pipelines and weekly opportunity digests |
| Bid-matching apps, CRMs & AI agents | Feed structured federal opportunity data to Sheets, Airtable, HubSpot, Slack, Zapier, Make, n8n or an LLM |
| Market researchers | Analyze federal demand by NAICS, PSC, agency and place of performance |

### How it works

1. Downloads SAM.gov's **Contract Opportunities public extract** (`ContractOpportunitiesFullCSV.csv`, about 200 MB, about 70,000 active notices, rebuilt daily by SAM.gov).
2. Streams through it and applies your filters.
3. Saves matching notices to the dataset. In **monitor mode** it compares each match with your previous runs and returns only `new` or `amended` notices.

A full scan takes about 1-2 minutes. Runs with a low `maxResults` stop as soon as the cap is reached.

Set a **maximum cost per run** and the Actor stops as soon as it's reached.

### FAQ

**How fresh is the data?**
SAM.gov rebuilds the public extract about once a day, usually overnight U.S. Eastern time. A notice posted today usually appears after the next rebuild. Every row includes `fileLastModified`. If you need notices within minutes of posting, use the official SAM.gov API with your own key.

**Does it include archived or historical notices?**
No. The extract contains currently **active** notices only.

**Why are there no contracting officer names, emails or phones?**
By design, this Actor outputs no personal contact data. It also removes emails and phone numbers from description text, on a best-effort basis. Open `samUrl` to see the official point of contact.

**Does it download attachments (SOW, RFP documents)?**
No. Open `samUrl` to view the notice's attachments on SAM.gov.

**How is "amended" detected?**
The Actor keeps a fingerprint of each notice's key fields: title, type, posted date, deadline, archive date, set-aside, NAICS, PSC, place of performance, award fields and description. If any of them change, the notice comes back as `amended`. State is stored per `monitorStateKey`, so you can run several independent monitors.

**Why do some keyword matches look unrelated?**
Many notices include boilerplate clauses (cybersecurity, CUI, and so on) in the description. Set `keywordSearchIn` to `title` for precise matches.

**Why is there a $0.01 run fee?**
Every run downloads and scans SAM.gov's full daily file, even when nothing new matches. The flat fee covers that work and keeps per-notice prices low.

**Can I send results to Google Sheets, Slack or my CRM?**
Yes. Use Apify integrations (Google Sheets, Slack, email, webhooks, Zapier, Make, n8n) or the Apify API. Schedule the Actor daily in monitor mode to push only new rows.

**What time zone are dates in?**
`responseDeadline` is passed through as published, usually with a UTC offset. `postedDate` has no time zone in the source file.

Remember what was returned before and only return notices that are new or changed since the previous run with the same state key. Schedule the Actor daily to get a feed of fresh opportunities.

## `monitorStateKey` (type: `string`):

Name for this saved search. Use a different key for each separate monitor (e.g. 'it-va', 'construction-tx').

## `monitorFirstRunOutputs` (type: `boolean`):

On the first run of a new monitor, return all current matches (charged as new). Turn off to save a silent baseline and only get changes from the next run on.

Maximum notices to return in this run. 0 = no limit.
