computing a real UPCOMING/OPEN/CLOSED lifecycle status from source dates and
classifying each bando into a 14-category policy-area taxonomy built from
the real, live-queried distribution of directorate values. SHA-256
dual-fingerprint delta engine (BASELINE\_SNAPSHOT/NEW\_LISTING/STATUS\_CHANGE/
UPDATED/SNAPSHOT\_NO\_DIFF), Pay-Per-Event billing, a single global
`hasCompletedBaseline` boolean as this Actor's own cold-start mechanism.
Live-verified end-to-end: a full walk of the real ~1,912-row dataset, a
repeat run correctly suppressing unchanged records, a tamper-and-detect run
proving real STATUS\_CHANGE detection, and a combined-filter run independently
re-verified against the live data with zero mismatches. An adversarial audit
pass caught and fixed a real classification bug (a plain-substring taxonomy
matcher misclassifying "Transport" as "Sport" because "sport" is a literal
substring of "trasporti") - full account in AGENTS.md. 55 automated tests,
