Initial build. Dual-format delta engine over SEC.gov's own Litigation
Releases (HTML) and Administrative Proceedings (PDF) RSS feeds: statute/rule
citation extraction, sought-vs-ordered sanction classification with real
dollar-amount parsing, and EDGAR CIK linking via either an explicit
in-document CIK (preferred, confidence 1.0) or a confidence-scored company-
name search that correctly withholds a match below threshold rather than
guessing. Pay-Per-Event billing via `pushData(record, eventName)`.

Live-verified end-to-end against real sec.gov data: real litigation release
pages (LR-26636, LR-26637), a real administrative-proceeding PDF (34-106327,
Clearday, Inc.) whose own text states its CIK directly, and both real EDGAR
lookup APIs. An adversarial audit pass caught and fixed two real defects: a
statute-citation regex that could corrupt two adjacent citations into one
garbled string (caught by the test suite before reaching live data), and a
missing-whitespace formatting bug in `summary_text` found via live output
inspection. Full account in AGENTS.md. 33 automated tests, clean
