## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

### What does North Carolina eVP Solicitations and Bids Scraper do?

It collects bid solicitations from the North Carolina electronic Vendor Portal (eVP) at evp.nc.gov. Each record has the solicitation number, title, owning department, status, solicitation type (RFP, IFB or RFI), primary commodity code, posted date, opening (due) date, description, mandatory conference date, special instructions and a link to the official page. Filters for keyword, status, department and posting date keep runs small, and pricing is per result.

### Data source

The public Solicitations list on evp.nc.gov, read through the same anonymous JSON feed the site uses to render its table, plus each solicitation's public detail page. Data is live on every run.

### Why use it?

- Bid alerts for North Carolina state agencies, universities and local entities that buy through eVP, without refreshing the portal.
- Filter by commodity or keyword to find work in your trade, such as software, HVAC, janitorial or traffic services.
- Track which departments buy what, and when opportunities close, for pipeline and market research.
- Replaces manual browsing of the portal and paid bid notification subscriptions.

### How to use it

1. Open the Actor and set the filters.
2. Click Start. Download results as JSON, CSV or Excel, or read them through the API.
3. Add a Schedule and an Integration (Slack, Google Sheets, webhook) to get new solicitations automatically.

### Input

| Field | Description |
|---|---|
| `keywords` | Keyword search across solicitation number, title and description. Use `*` as a wildcard. |
| `status` | `open` (default) for solicitations accepting responses, or `all` to include pending selection, awarded and canceled ones. |
| `department` | Only return solicitations whose department name contains this text, for example `Transportation`. |
| `postedWithinDays` | Only return solicitations posted in the last N days. |
| `includeDetails` | Default on. Opens each solicitation page to add commodity code, solicitation type, mandatory conference date and special instructions. Turn off for faster runs. |
| `maxResults` | Hard stop for the run. You are billed per result, so this caps the cost. |
| `proxyConfiguration` | Optional. The portal is reachable without a proxy. |

Example input:

```json
{ "keywords": "software", "status": "open", "postedWithinDays": 60, "includeDetails": true, "maxResults": 50 }
```

### Output

Every record has the same shape:

```json
{
  "id": "df73774f-84cd-f111-a05a-001dd80072e8",
  "solicitationNumber": "Doc2447576924",
  "title": "30-270127-ITD Laptop Screen Extenders - IT Sourcing Event",
  "department": "DEPARTMENT OF HEALTH AND HUMAN SERVICES - DHHS",
  "status": "Open",
  "postedDate": "2026-10-21T19:19:37",
  "openingDate": "2026-11-03T14:00:00",
  "description": "NC DHHS seeks to procure three hundred (300) laptop screen extenders for portable monitor setup.",
  "solicitationType": "IFB",
  "commodityCode": "Computer displays",
  "mandatoryConferenceDate": null,
  "specialInstructions": null,
  "url": "https://evp.nc.gov/solicitations/details/?id=df73774f-84cd-f111-a05a-001dd80072e8",
  "scrapedAt": "2026-10-22T08:38:30.179Z"
}
```

| Field | Meaning |
|---|---|
| `id` | Stable key, safe for deduplication between runs |
| `solicitationNumber` | Number shown on the portal |
| `title` | Project title |
| `department` | Owning department or agency |
| `status` | Open, Pending Selection, Awarded, Canceled and similar |
| `solicitationType` | RFP, IFB or RFI (needs `includeDetails`) |
| `commodityCode` | Primary commodity code name (needs `includeDetails`) |
| `postedDate`, `openingDate` | Dates and times as the portal displays them, without a time zone |
| `url` | Official solicitation page, where you can download documents and respond |

### Pricing

Pay per event: a small fee when a run starts, then a fixed price per result returned. You only pay for records that pass your filters. Set `maxResults` to cap any run.

### Limitations

- Attachments, addenda, tabulations and awards require a vendor login on the portal and are not included.
- The portal list shows at most 5,000 solicitations per search. Narrow with keywords for older records.
- Dates carry no time zone because the portal does not publish one.

### FAQ

**Is this legal?** The Actor reads listings the site publishes for any visitor without a login and stores only business information published for that purpose. You are responsible for how you use the data.

**Something is missing or broken?** Open an issue in the Issues tab; response time is usually under a day.

# Actor input Schema

## `keywords` (type: `string`):

Keyword search across solicitation number, title and description. Use \* as a wildcard. Leave empty for all solicitations.

## `status` (type: `string`):

Open returns only solicitations currently accepting responses. All also returns closed, awarded and cancelled ones.

## `department` (type: `string`):

Only return solicitations whose owning department or agency name contains this text, for example Transportation or DHHS.

## `postedWithinDays` (type: `integer`):

Only return solicitations posted in the last N days. Leave empty for no date limit.

## `includeDetails` (type: `boolean`):

Also open each solicitation page to add primary commodity code, solicitation type (RFP, IFB, RFI), mandatory conference date and special instructions. Slower.

## `maxResults` (type: `integer`):

Hard stop for the run. You are billed per result, so this caps the cost.

## `proxyConfiguration` (type: `object`):

Apify proxy is optional. The portal is reachable without one.

## Actor input object example

```json
{
  "status": "open",
  "includeDetails": true,
  "maxResults": 50,
  "proxyConfiguration": {
    "useApifyProxy": false
  }
}
```
