## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

### What does Texas ESBD State Bids Scraper do?

It pulls open solicitations from the Texas Electronic State Business Daily (ESBD), the official posting board for Texas state agency, university, ISD, county and city bids. Each record has the solicitation number, title, agency, status, posted date, due date and time, NIGP class item codes with descriptions, buyer contact, estimated value, bid response link and attachment links. Filters keep runs small, and pricing is per result.

### Data source

The public ESBD search at txsmartbuy.gov/esbd, read through the same JSON service the site uses in the browser, so data is as fresh as the portal.

### Why use it?

- Lead generation: find agencies buying what you sell, with a named contact and email.
- Monitoring: schedule a daily run by keyword or NIGP code and send new bids to Slack or a sheet.
- Market research: see who buys what, at what estimated value, and how often.
- Replaces manual searching and CSV exports on the portal.

### How to use it

1. Open the Actor and set the filters.
2. Click Start. Download results as JSON, CSV or Excel, or read them through the API.
3. Add a Schedule and an Integration (Slack, Google Sheets, webhook) to get new records automatically.

### Input

| Field | Description |
|---|---|
| `keywords` | Words matched in the title or description. Each keyword is its own search, results are merged. Empty means all. |
| `status` | `open` (default, includes addendum posted), `closed`, `cancelled` or `any`. |
| `nigpCodes` | NIGP class item codes, for example `20400`. Empty means all. |
| `agencyNumber` | Texas agency number, for example `529` for Health & Human Services Commission. |
| `postedWithinDays` | Only solicitations posted in this many days. Default 60, `0` for no limit. |
| `includeDetails` | Fetch description, contact, value, certification and attachments. Default on. |
| `maxResults` | Hard stop for the run. You are billed per result, so this caps the cost. |
| `proxyConfiguration` | Apify proxy is recommended for larger runs. |

Example input:

```json
{
    "keywords": ["software", "construction"],
    "status": "open",
    "postedWithinDays": 60,
    "maxResults": 50
}
```

### Output

Every record has the same shape (trimmed example):

```json
{
    "id": "MR13063-Aerocamp_DevilsRiver_DelNorteUnit",
    "solicitationId": "MR13063-Aerocamp_DevilsRiver_DelNorteUnit",
    "title": "MR13063-Aerocamp_DevilsRiver_DelNorteUnit",
    "agencyName": "Parks & Wildlife Department",
    "agencyNumber": "802",
    "status": "Addendum Posted",
    "postedDate": "2026-09-28",
    "dueDate": "2026-11-17T14:00:00",
    "nigpCodes": ["90910", "91226", "98863"],
    "nigpDescriptions": ["Airport Facility Construction", "Construction, Hike And Bike Trail", "Park Area Construction/Renovation"],
    "contactName": "Anthony Habermann",
    "contactEmail": "anthony.habermann@tpwd.texas.gov",
    "contactPhone": "(512) 389-4645",
    "estimatedValue": 320000,
    "url": "https://www.txsmartbuy.gov/esbd/MR13063-Aerocamp_DevilsRiver_DelNorteUnit",
    "bidResponseUrl": "https://tpwd.cobblestone.software/Gateway/solicitationdetails?solicid=73",
    "attachments": [{ "name": "ESBD_563741_MR13063_ad1.pdf", "url": "https://www.txsmartbuy.gov/core/media/media.nl?id=33946115" }],
    "scrapedAt": "2026-10-18T08:44:35.295Z"
}
```

| Field | Meaning |
|---|---|
| `id` | Stable key (the solicitation number), safe for deduplication between runs |
| `status` | Portal status, such as Posted or Addendum Posted |
| `postedDate`, `dueDate` | ISO dates. `dueDate` includes the local Texas time when the agency set one |
| `nigpCodes`, `nigpDescriptions` | Class item codes and their names, in matching order |
| `estimatedValue` | Agency estimate in USD, `null` when not given |
| `description`, `contact*`, `attachments` | Present when `includeDetails` is on |

### Pricing

Pay per event: a small fee when a run starts, then a fixed price per result returned. You only pay for records that pass your filters. Set `maxResults` to cap any run.

### Limitations

- Only solicitations published on ESBD. Federal bids and agency sites outside ESBD are not covered.
- Estimated value, contact and bid response fields are optional on the portal and are empty on some records.
- Attachment links point to the portal and may expire or require the portal to serve the file.
- Due times are Texas local time without a time zone offset.

### FAQ

**Does it need a login?** No. It reads public data only.

**Can I get only new bids each day?** Schedule a daily run with `postedWithinDays` set to 1 or 2 and dedupe on `id`.

**Why did I get fewer results than `maxResults`?** Your filters matched fewer solicitations.

# Actor input Schema

## `keywords` (type: `array`):

Match words in the solicitation title or description. Each keyword runs as its own search and results are merged. Leave empty for all solicitations.

## `status` (type: `string`):

Which solicitations to return. Open includes those with addenda posted.

## `nigpCodes` (type: `array`):

Only solicitations tagged with one of these NIGP codes, for example 20400 or 92000. Leave empty for all.

## `agencyNumber` (type: `string`):

Texas agency number as shown after the agency name, for example 529 for Health & Human Services Commission. Leave empty for all agencies.

## `postedWithinDays` (type: `integer`):

Only solicitations posted in this window. Set 0 for no date limit.

## `includeDetails` (type: `boolean`):

Fetch each solicitation page for description, contact, estimated value, certification and attachment links. Slower, one extra request per record.

## `maxResults` (type: `integer`):

Hard stop for the run. You are billed per result, so this caps the cost.

## `proxyConfiguration` (type: `object`):

Apify proxy is recommended for larger runs.
