## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Colombia Tenders Scraper: SECOP II Licitaciones to Excel

**Export Colombian public tenders (licitaciones) from SECOP II to Excel, CSV or JSON, with no API key.** Every national and territorial public entity in Colombia runs its procurement on **SECOP II**, the electronic system of Colombia Compra Eficiente. This Actor reads the official open-data dataset **"SECOP II - Procesos de Contratación"** on datos.gov.co and returns one clean row per process: name and description, buyer entity and NIT, department and city, modality (licitación pública, selección abreviada, mínima cuantía, concurso de méritos...), base price in COP, publication date, offer deadline and the direct link to the SECOP II notice. SECOP II publishes **~3,000 competitive processes per week** (plus ~30,000 direct contracts), measured 2026-11-04.

Built by **TenderFeed** ([apify.com/tenderfeed](https://apify.com/tenderfeed)). No login, no browser, no HTML scraping.

### What can you do with it?

- **Licitación alerts**: open processes in your sector, department or city, with the offer deadline and the SECOP II link to bid.
- **Mínima cuantía and selección abreviada opportunities**: smaller, fast processes ideal for SMEs.
- **Market intelligence**: who buys what, where and for how much across 1,100+ municipalities, departments, hospitals, universities and national agencies.
- **Bid consultancies and tender writers**: feed a CRM or spreadsheet with every new process for your clients.
- **AI agents**: use it as an **MCP tool** (Apify MCP server) and ask *"Which entities in Antioquia opened software tenders this week?"*

### Input example

```json
{
  "keywords": ["software", "tecnologia"],
  "departments": ["Bogotá", "Antioquia"],
  "publishedFrom": "30 days",
  "onlyOpen": true,
  "minValue": 10000000,
  "maxResults": 0
}
```

- `keywords` match the process name and description, accent-insensitive (`tecnologia` = `tecnología`).
- `modalities`: empty = competitive procedures (Licitación pública, Licitación pública Obra Pública, Selección abreviada de menor cuantía / subasta inversa, Concurso de méritos, Mínima cuantía, Régimen especial and Directa *con ofertas*). Add `Contratación directa` or `Contratación régimen especial` for direct awards.
- `departments` (accent-insensitive, `Bogota` works), `cities`, `entityName`, `entityNit` narrow the buyer.
- `minValue` / `maxValue` (COP) apply to the base price (precio base).
- `onlyOpen` (on by default) keeps open, not awarded, not cancelled processes whose offer deadline is today or later.
- Default run: open competitive processes published in the last 7 days, newest first, 50 results.

### Output example

Real row from a live run on 2026-11-04:

```json
{
  "url": "https://community.secop.gov.co/Public/Tendering/OpportunityDetail/Index?noticeUID=CO1.NTC.11158708",
  "title": "LICITACIÓN PAE",
  "noticeType": "Presentación de observaciones",
  "status": "active",
  "procedureType": "Licitación pública",
  "contractType": "services",
  "buyerName": "SECRETARIA DE EDUCACION DE CALI",
  "buyerNit": "890399011",
  "buyerCity": "Cali",
  "department": "Valle del Cauca",
  "entityLevel": "Territorial",
  "estimatedValue": 121430910624,
  "currency": "COP",
  "processReference": "4143.010.32.1858-2026",
  "duration": "120 día(s)"
}
```

Other fields: `description`, `buyerUnit`, `contractTypeEs` (original SECOP contract type), `contractSubtype`, `modalityJustification`, `secopStatus`, `phase`, `openStatus`, `bidOpeningDate`, `lastPublishedAt`, `lots`, `responses`, `interestedSuppliers`, `otherClassificationCodes` (UNSPSC category when published, entity NIT) and, for awarded processes, `awardedValue`, `awardees`, `awardeeNit`, `awardDate`. Dates are Colombian calendar dates (SECOP II open data publishes dates without time).

#### Field coverage (live test, default input, 50 open processes, 2026-11-04)

Title, buyer, NIT, city, department, modality, published date, offer deadline, SECOP II link: 50/50. Base price: 49/50.

The data follows the same normalized schema as our other TenderFeed Actors ([EU TED](https://apify.com/tenderfeed/ted-eu-tenders), [SAM.gov](https://apify.com/tenderfeed/sam-gov-opportunities), [UK](https://apify.com/tenderfeed/uk-tenders), [Grants.gov](https://apify.com/tenderfeed/grants-gov-us), [USAspending](https://apify.com/tenderfeed/usaspending-contract-awards)).

### Daily alerts ("only new" monitoring mode)

Turn on `onlyNew`, set a `monitoringId` (for example `"antioquia-software"`) and schedule the Actor daily. Each run returns, and charges for, only processes you have not received yet. In our test, a second identical run skipped the 5 processes delivered by the first and returned 5 different ones.

### Personal data

SECOP II open data contains a few person names (the official who awarded a process and, in direct contracting, the pre-selected individual contractor). They are **off by default**; turn on `includeBuyerContacts` to add them (`buyerContactName`, `proposedSupplier`). No emails or phone numbers are published in this dataset.

### Sample output (real run)

One row from a run on 6 November 2026 (core columns only; every row also has description, status, procedureType, documentsUrl and more). Contact values are masked here. Since schema 1.2 every row also carries the cross-source columns `country`, `deadline`, `valueAmount`, `valueCurrency` and `cpvOrNaics` next to the original ones (`buyerCountry`, `deadlineAt`, `estimatedValue`, `currency`, `cpvCodes`/`naicsCodes`), which are unchanged.

```json
{
  "title": "SUBASTA INVERSA",
  "source": "co-secop",
  "country": "CO",
  "noticeType": "Presentación de observaciones",
  "publishedAt": "2026-11-04",
  "deadline": "2026-11-19",
  "buyerName": "ESCUELA NORMAL SUPERIOR DE BUCARAMANGA",
  "valueAmount": 762188821,
  "valueCurrency": "COP",
  "cpvOrNaics": null,
  "setAside": null,
  "url": "https://community.secop.gov.co/Public/Tendering/OpportunityDetail/Index?noticeUID=CO1.NTC.11169178",
  "buyerContactName": null,
  "buyerContactEmail": null,
  "buyerContactPhone": null
}
```

### Limits and notes

- **Data source:** SECOP II open data (datos.gov.co).
- **Access:** No login or API key.
- **Delays and gaps:** Notices are in Spanish. The open-data copy of SECOP II can lag the live SECOP portal.
- **Contacts:** No buyer contact persons are extracted.
- Fields the portal does not publish stay `null`; nothing is guessed or filled in.

### Pricing

Pay per result: you pay only for the processes saved to the dataset (see the price on this page), plus Apify's small run-start fee. The default run takes a few seconds.

### FAQ

**Is this official data?** Yes. It comes from the dataset `p6dx-8zbt` on datos.gov.co, published by the Agencia Nacional de Contratación Pública – Colombia Compra Eficiente under the **CC BY-SA 4.0** licence (attribution: Colombia Compra Eficiente, SECOP II).

**How fresh is it?** The open-data feed is refreshed daily and usually lags SECOP II by 1-2 days.

**Where do I submit an offer?** On SECOP II, via the link in `url` / `submissionUrl` (a free supplier account is required to bid).

**Does it cover SECOP I?** No, only SECOP II processes (the system used by almost all entities today).

**Something missing?** Open an issue on the Actor page. TenderFeed answers within one business day.
