## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## NYC Procurement Scraper: City Record Bids & Awards to Excel

**Export New York City procurement notices from The City Record to Excel, CSV or JSON, with no API key.** Every NYC agency (Design and Construction, Health + Hospitals, Education, Parks, Transportation, Finance and more) must publish its solicitations, intents to award and contract awards in *The City Record*. This Actor reads them from the **official NYC Open Data dataset "City Record Online"** (Socrata API, public domain) and returns one clean row per notice: agency, title, selection method, due date, contract amount, winning vendor and the agency procurement contact. About 270 procurement notices a month (273 in October 2026). Schedule **"only new"** for daily NYC bid alerts.

Built by **TenderFeed** ([apify.com/tenderfeed](https://apify.com/tenderfeed)). No login, no browser, no HTML scraping.

### What can you do with it?

- **Bid alerts for NYC contracts**: open solicitations (Competitive Sealed Bids, RFPs, RFIs) with due date and PASSPort link, filtered by keyword, agency or category.
- **M/WBE opportunities**: filter `selectionMethods: ["M/WBE"]` to see the City's M/WBE noncompetitive small purchases and who wins them.
- **Competitor and pricing intelligence**: Award notices include the vendor name and address and the contract amount.
- **Pipeline signals**: Intent to Award notices (negotiated acquisitions, sole source, renewals) appear before the contract is signed.
- **AI agents**: use it as an **MCP tool** (Apify MCP server) and ask *"Which NYC agencies are buying IT consulting this month?"*

### Input example

```json
{
  "keywords": ["software", "IT"],
  "noticeTypes": ["Solicitation"],
  "agencies": ["Information Technology", "Health + Hospitals"],
  "publishedFrom": "30 days",
  "onlyOpen": true,
  "maxResults": 0
}
```

- `noticeTypes`: `Solicitation`, `Intent to Award`, `Award`. Empty = all three.
- `categories`: Goods; Goods and Services; Services (other than human services); Human Services/Client Services; Construction/Construction Services; Construction Related Services.
- `agencies`, `selectionMethods` and `vendor` are case-insensitive "contains" filters.
- `minValue` / `maxValue` (USD) apply to the contract amount; awards publish an amount, most solicitations do not.
- Default run: all notice types from the last 14 days, 50 results.

### Output example

Real row from a live run on 2026-11-02 (description shortened):

```json
{
  "source": "nyc-city-record",
  "sourceId": "20261026020",
  "url": "https://a856-cityrecord.nyc.gov/RequestDetail/20261026020",
  "title": "HWCB27QXM: REPLACEMENT OF CONCRETE, STEEL FACED AND GRANITE CURBS AND RELATED SIDEWALK AND ROADWAY RESTORATION",
  "noticeType": "Solicitation",
  "status": "active",
  "procedureType": "Competitive Sealed Bids",
  "contractType": "services",
  "buyerName": "Design and Construction",
  "buyerCountry": "US",
  "buyerCity": "New York",
  "buyerContactEmail": "csb_projectinquiries@ddc.nyc.gov",
  "buyerContactPhone": "(718) 391-2410",
  "otherClassificationCodes": ["NYC-PIN:85027B0025", "NYC-CATEGORY:Construction Related Services"],
  "publishedAt": "2026-10-30",
  "deadlineAt": "2026-11-23T14:00:00",
  "submissionUrl": "https://passport.cityofnewyork.us/page.aspx/en/rfp/request_browse_public",
  "pin": "85027B0025",
  "selectionMethod": "Competitive Sealed Bids"
}
```

Award rows add `awardedValue` (USD), `awardees` (vendor) and `vendorAddress`; M/WBE purchases get `setAside: "M/WBE"`. Other fields: `description` (full notice text), `category`, `specialCaseReason`, `addressToRequest`, `documentsUrl`, `noticeLastDate`. Times are New York local time.

#### Field coverage (live test, 50 notices published 2026-10-19 to 2026-11-02)

Title, agency, notice type, selection method, category, notice link: 50/50. Contact email: 44/50. Award amount and vendor: 36/36 awards. Due date: 11/11 solicitations.

The data follows the same normalized schema as our other TenderFeed Actors ([SAM.gov](https://apify.com/tenderfeed/sam-gov-opportunities), [USAspending](https://apify.com/tenderfeed/usaspending-contract-awards), [Grants.gov](https://apify.com/tenderfeed/grants-gov-us), [EU TED](https://apify.com/tenderfeed/ted-eu-tenders), [UK](https://apify.com/tenderfeed/uk-tenders)).

### Contacts (`includeBuyerContacts`)

On by default: the agency procurement contact published on each notice (often a team mailbox, sometimes a named officer). Turn it off to get organization-level data only; emails inside the description are then masked too.

### Daily alerts ("only new" monitoring mode)

Turn on `onlyNew`, set a `monitoringId` (for example `"nyc-it"`) and schedule the Actor daily. Each run returns, and charges for, only notices you have not received yet. In our test, a second identical run skipped the 5 notices delivered by the first and returned 5 different ones.

### Sample output (real run)

One row from a run on 6 November 2026 (core columns only; every row also has description, status, procedureType, documentsUrl and more). Contact values are masked here. Since schema 1.2 every row also carries the cross-source columns `country`, `deadline`, `valueAmount`, `valueCurrency` and `cpvOrNaics` next to the original ones (`buyerCountry`, `deadlineAt`, `estimatedValue`, `currency`, `cpvCodes`/`naicsCodes`), which are unchanged.

```json
{
  "title": "Cost Allocation Assessment and Advisory Services",
  "source": "nyc-city-record",
  "country": "US",
  "noticeType": "Solicitation",
  "publishedAt": "2026-11-04",
  "deadline": "2026-12-02T17:00:00",
  "buyerName": "Teachers' Retirement System",
  "valueAmount": null,
  "valueCurrency": null,
  "cpvOrNaics": null,
  "setAside": null,
  "url": "https://a856-cityrecord.nyc.gov/RequestDetail/20261027012",
  "buyerContactName": "(as published by the source)",
  "buyerContactEmail": "(as published by the source)",
  "buyerContactPhone": "(as published by the source)"
}
```

### Limits and notes

- **Data source:** NYC City Record Online / NYC Open Data.
- **Access:** No login or API key.
- **Delays and gaps:** City Record procurement notices are published by agencies; award amounts and due dates are as published. Bid documents are on PASSPort and may need a PASSPort account.
- **Contacts:** Contact name, email and phone are filled only when the City Record notice lists them.
- Fields the portal does not publish stay `null`; nothing is guessed or filled in.

### Pricing

Pay per result: you pay only for the notices saved to the dataset (see the price on this page), plus Apify's small run-start fee. The default run takes a few seconds.

### FAQ

**Is this official data?** Yes. It comes from NYC Open Data, "City Record Online" (dataset `dg92-zbpx`), published by the NYC Department of Citywide Administrative Services. Public domain.

**Where do I submit a bid?** Most NYC solicitations are answered in PASSPort, the City's procurement portal; `submissionUrl` links to the PASSPort public portal when the notice says so. Use `pin` to find the procurement there.

**Something missing?** Open an issue on the Actor page. TenderFeed answers within one business day.
