## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Ukraine Prozorro Public Tenders Scraper by TenderFeed

Search **Ukrainian public tenders** from **Prozorro**, Ukraine's official, fully electronic public procurement system, including **reconstruction, works, goods and services** tenders. Filter by **keyword, CPV (ДК 021) code, category, region, buyer, procedure type, value (UAH) and deadline**. Completed procedures include the **winning supplier and award value**. Clean JSON, CSV or Excel.

Built by **TenderFeed** ([apify.com/tenderfeed](https://apify.com/tenderfeed)) on Prozorro's open public API (`public-api.prozorro.gov.ua`, no API key, no login). Prozorro carries a very high daily volume (in a live sample about half of all procedures were direct-award reports); by default this Actor returns **competitive procedures only** and skips direct-award reports.

### What can you do with it?

- **Daily Ukrainian bid alerts** by CPV and region for suppliers and contractors entering the reconstruction market.
- **Lead generation**: buyer name, EDRPOU code, region and buyer kind in every row; contact name, email and phone on request (`includeBuyerContacts`).
- **Market and competitor analysis**: awarded suppliers and values; turn on `includeDirectAwards` to also see direct contracts.
- **AI agents**: use it as an **MCP tool** (Apify MCP server) to answer *"Which Ukrainian municipalities are tendering for road repairs this week?"*

### Input example

```json
{
  "cpvCodes": ["45"],
  "contractTypes": ["works"],
  "regions": ["Київ", "Львівська"],
  "publishedFrom": "3 days",
  "onlyOpen": true,
  "minValue": 1000000,
  "maxResults": 0
}
```

- `cpvCodes`: CPV / ДК 021:2015 prefixes (`45` construction works, `30213` laptops, `33` medical equipment).
- `keywords` match title, description and item descriptions; most notices are in Ukrainian (`ремонт`, `ноутбук`).
- `procurementMethodTypes`: e.g. `aboveThreshold`, `aboveThresholdEU`, `belowThreshold`, `priceQuotation`. Empty = all competitive procedures.
- `includeDirectAwards`: also return `reporting` / `negotiation` procedures (contracts awarded without competition).

### Output example

Real row from a live run (2026-10-29, default input):

```json
{
  "source": "prozorro",
  "sourceId": "UA-2026-10-29-013931-a",
  "ocid": "ocds-be6bcu-UA-2026-10-29-013931-a",
  "url": "https://prozorro.gov.ua/en/tender/UA-2026-10-29-013931-a",
  "title": "Акумуляторні збірки (спарки) 5S1P 11000мАг з інтегрованою платою (ідеальний діод) для БПЛА типу DJI Matrice",
  "noticeType": "tender",
  "status": "active",
  "procedureType": "priceQuotation",
  "contractType": "supplies",
  "buyerName": "Військова частина А7036",
  "buyerCountry": "UA",
  "cpvCodes": ["31430000"],
  "placeOfPerformance": "Запорізька область, UA",
  "publishedAt": "2026-10-29T22:56:31.992798+02:00",
  "deadlineAt": "2026-11-03T09:00:00+02:00",
  "estimatedValue": 391750.0,
  "currency": "UAH",
  "buyerEdrpou": "26624229",
  "buyerKind": "defense",
  "prozorroStatus": "active.tendering",
  "valueAddedTaxIncluded": false
}
```

Same schema as the other TenderFeed Actors (EU TED, UK, Poland, World Bank...), so Ukrainian tenders merge with the rest of Europe in one table.

### Buyer contacts and GDPR (`includeBuyerContacts`)

By default (`includeBuyerContacts: false`) the Actor returns **organisation-level data only**: buyer name, EDRPOU code, region, kind and the notice link. Contact person names, emails and phones are removed from the output and from the optional `raw` payload, and the names of **sole-proprietor suppliers (ФОП)**, who are natural persons, are hidden in `awardees`.

Set `includeBuyerContacts: true` to keep them as published, only if you have a lawful basis. In a live test (30 tenders, 2026-10-29) contacts-on returned a contact name, email and phone on 30/30 rows; contacts-off returned 0 of each while keeping `buyerName` on 30/30.

### Daily alerts ("only new" monitoring mode)

Turn on `onlyNew`, give the search a `monitoringId` (e.g. `"ua-works-daily"`) and schedule the Actor daily. Each run returns, and charges for, only tenders you have not received before.

### Pricing

**Pay per result: $2.00 per 1,000 tenders** ($0.002 per row) plus Apify's small run-start fee. A daily alert with 20 new tenders costs about **$1.20 a month**.

### Notes and limits

- `publishedFrom` / `publishedTo` filter on the tender's creation date. Rows come in order of last modification (newest first).
- Topic filters (keywords, CPV, region, category) need one detail request per candidate tender (~0.3-0.5 s), so a narrow filter over several days can take a few minutes.
- Titles and descriptions are in Ukrainian (sometimes with an English `titleEn`).

### FAQ

**Is this legal?** Yes. Prozorro is open by law (Law of Ukraine "On Public Procurement") and its public API is designed for reuse. Personal data is excluded unless you set `includeBuyerContacts: true`.

# Actor input Schema

## `keywords` (type: `array`):

Words to look for in title, description and items (most notices are in Ukrainian), e.g. \["ноутбук", "ремонт"]. Empty = all.

## `keywordMode` (type: `string`):

Match ANY or ALL keywords.

## `contractTypes` (type: `array`):

Empty = all.

## `cpvCodes` (type: `array`):

CPV (ДК 021:2015) codes or prefixes, e.g. \["45"] for construction works, \["30213"] for laptops.

## `regions` (type: `array`):

Region (oblast) or city text, e.g. \["Київ", "Львівська"].

## `buyer` (type: `string`):

Buyer name or EDRPOU code contains.

## `procurementMethodTypes` (type: `array`):

Prozorro procurementMethodType values, e.g. \["aboveThreshold", "belowThreshold", "priceQuotation", "aboveThresholdEU"]. Empty = all competitive procedures.

## `includeDirectAwards` (type: `boolean`):

Also return reporting / negotiation procedures (contracts awarded without competition, with supplier and price). They are ~50% of Prozorro volume.

## `publishedFrom` (type: `string`):

YYYY-MM-DD or relative ("7 days"). Default: last 1 day.

## `publishedTo` (type: `string`):

YYYY-MM-DD. Default: today.

## `onlyOpen` (type: `boolean`):

Keep only notices with a submission deadline today or later.

## `minValue` (type: `integer`):

Expected value of the tender.

## `maxValue` (type: `integer`):

Expected value of the tender.

## `includeUnknownValue` (type: `boolean`):

Keep notices that publish no value when a value filter is set.

## `maxResults` (type: `integer`):

0 = no limit. Default 50. Topic filters (keywords, CPV, region) need one detail request per candidate tender, so narrow filters over long windows take minutes.

## `includeBuyerContacts` (type: `boolean`):

Include named contact persons, emails and phone numbers published in the notices (buyerContactName/Email/Phone). Off by default for GDPR data minimisation: you then get organization-level info only (buyer name, city, country, notice and document links). Turn on only if you have a lawful basis (e.g. legitimate interest for B2G bid contact) to process this personal data.

## `onlyNew` (type: `boolean`):

Remember what earlier runs delivered and return (and charge for) only notices you have not received yet. Ideal for scheduled daily alerts.

## `monitoringId` (type: `string`):

Name of the watch-list memory used by 'Only new'. Use a different ID per saved search/schedule.

## `includeRawData` (type: `boolean`):

Adds the full Prozorro tender under `raw` (bigger output). Personal contact keys are removed unless contacts are on.
