## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## World Bank Procurement Notices Scraper by TenderFeed

Search **procurement notices for World Bank-financed projects worldwide**: Invitations for Bids, Requests for Expressions of Interest (consulting), Requests for Proposals and Quotations, Prequalification, General Procurement Notices and **Contract Awards with the winning bidder and signed contract price**. Filter by **keyword, notice type, procurement group, country, implementing agency, deadline and award value**. Clean JSON, CSV or Excel.

Built by **TenderFeed** ([apify.com/tenderfeed](https://apify.com/tenderfeed)) on the World Bank's official public Search API (`search.worldbank.org/api/v2/procnotices`), World Bank open data (CC BY 4.0). No API key, no login. The World Bank publishes around **200 notices per day** across 100+ borrower countries.

### What can you do with it?

- **International bid alerts** for engineering, consulting, IT and supply firms chasing development-bank contracts.
- **Consulting pipeline**: Requests for Expressions of Interest are where consulting assignments start; filter `procurementGroups: ["CS"]`.
- **Competitor and pricing intelligence**: Contract Award notices parsed into `awardees`, `awardedValue` and `currency`.
- **Lead generation**: implementing agency, project and country on every row; contact name, email and phone on request.
- **AI agents**: use it as an **MCP tool** (Apify MCP server) to answer *"Which World Bank projects in East Africa want solar consultants?"*

### Input example

```json
{
  "keywords": ["solar", "energy"],
  "noticeTypes": ["Request for Expression of Interest", "Invitation for Bids"],
  "procurementGroups": ["CS", "GO"],
  "countries": ["Kenya", "Nigeria", "India"],
  "publishedFrom": "14 days",
  "onlyOpen": true,
  "maxResults": 0
}
```

- `noticeTypes` default: all opportunity types (everything except Contract Award and General Procurement Notice). Add `"Contract Award"` for winners and prices.
- `procurementGroups`: `GO` goods, `CW` civil works, `CS` consulting services, `NC` non-consulting services.
- `countries`: borrower country names as the World Bank writes them (`"Viet Nam"`, `"Congo, Democratic Republic of"`); regional projects use names like `"Eastern and Southern Africa"`.

### Output example

Real row from a live run (2026-10-29, default input, description shortened):

```json
{
  "source": "world-bank",
  "sourceId": "OP00477256",
  "url": "https://projects.worldbank.org/en/projects-operations/procurement-detail/OP00477256",
  "title": "Recrutement de consultants pour le suivi et le contrôle à pied d’œuvre des travaux d’aménagement de 2 000 de périmètre irrigué dans la plaine de Dionkélé y compris les infrastructures sociales connexes",
  "noticeType": "Request for Expression of Interest",
  "status": "active",
  "procedureType": "Quality And Cost-Based Selection",
  "contractType": "consulting services",
  "buyerName": "Livestock Sector Resilience and Competitiveness Support Project",
  "buyerCountry": "BF",
  "otherClassificationCodes": ["WB-PROJECT:P507256", "WB-GROUP:CS", "WB-METHOD:QCBS"],
  "placeOfPerformance": "Burkina Faso",
  "publishedAt": "2026-10-28",
  "deadlineAt": "2026-11-10T09:00:00",
  "projectId": "P507256",
  "projectName": "Burkina Faso Agricultural Transformation Project",
  "projectUrl": "https://projects.worldbank.org/en/projects-operations/project-detail/P507256",
  "bidReference": "BF-PATA-578228-CS-QCBS",
  "noticeLanguage": "French"
}
```

A Contract Award row from the same live test carries for example `"awardees": ["ETHIOPIAN BUSINESS CORPORATION"], "awardedValue": 14967244.2, "currency": "ETB"`. In a 3-day sample, 109 of 150 Contract Award notices had a parsable winner and price.

### Buyer contacts and GDPR (`includeBuyerContacts`)

By default (`includeBuyerContacts: false`) the Actor returns **organisation-level data only**: implementing agency, project, country and notice link. Contact person names, emails and phones are removed from the output and from the optional `raw` payload, and email addresses in the notice text are masked as `[email removed]`.

Set `includeBuyerContacts: true` to keep them as published. Only do this if you have a lawful basis (for example legitimate interest for B2G sales). In a live test (40 opportunity notices, 2026-10-29) contacts-on returned a contact name, email and phone on 40/40 rows; contacts-off returned 0 of each while keeping `buyerName` on 40/40.

### Daily alerts ("only new" monitoring mode)

Turn on `onlyNew`, give the search a `monitoringId` (e.g. `"wb-consulting-daily"`) and schedule the Actor daily. Each run returns, and charges for, only notices you have not received before.

### Sample output (real run)

One row from a run on 6 November 2026 (core columns only; every row also has description, status, procedureType, documentsUrl and more). Contact values are masked here. Since schema 1.2 every row also carries the cross-source columns `country`, `deadline`, `valueAmount`, `valueCurrency` and `cpvOrNaics` next to the original ones (`buyerCountry`, `deadlineAt`, `estimatedValue`, `currency`, `cpvCodes`/`naicsCodes`), which are unchanged.

```json
{
  "title": "Senior Consultant for VROMI Support to repair EDMP Procured Equipment",
  "source": "world-bank",
  "country": null,
  "noticeType": "Request for Expression of Interest",
  "publishedAt": "2026-11-05",
  "deadline": "2026-11-20T12:00:00",
  "buyerName": "National Recovery Program Bureau",
  "valueAmount": null,
  "valueCurrency": null,
  "cpvOrNaics": null,
  "setAside": null,
  "url": "https://projects.worldbank.org/en/projects-operations/procurement-detail/OP00479667",
  "buyerContactName": null,
  "buyerContactEmail": null,
  "buyerContactPhone": null
}
```

### Limits and notes

- **Data source:** World Bank procurement notices public API.
- **Access:** No login or API key.
- **Delays and gaps:** Notices are published by borrowers; estimated contract value is usually not provided. Bid documents are linked, not downloaded.
- **Contacts:** No buyer contact persons are extracted.
- Fields the portal does not publish stay `null`; nothing is guessed or filled in.

### Pricing

**Pay per result: $2.50 per 1,000 notices** ($0.0025 per row) plus Apify's small run-start fee. A daily alert with 20 new notices costs about **$1.50 a month**.

### Notes and limits

- Notices are written in the borrower's language (English, French, Spanish, Portuguese, Arabic...); `noticeLanguage` tells you which.
- Deadline times are local to the borrower; the API publishes no time zone, so `deadlineAt` has no offset.
- Estimated values are not published by the World Bank API; `awardedValue` is parsed from Contract Award notices (signed contract price, summed when several lots/bidders are listed).

### FAQ

**Is this legal?** Yes. The data comes from the World Bank's official public API and is World Bank open data. Personal contact details are excluded unless you set `includeBuyerContacts: true`.

**Other development banks?** ADB, AfDB, IDB and UNGM are planned as separate TenderFeed Actors.

# Actor input Schema

## `keywords` (type: `array`):

Words to look for in title, project name or notice text, e.g. \["solar", "consulting"]. Empty = all notices.

## `keywordMode` (type: `string`):

Match ANY or ALL keywords.

## `noticeTypes` (type: `array`):

Default: all opportunity types (bids, expressions of interest, proposals, quotations, prequalification, specific procurement notices). Add Contract Award for winners and prices, General Procurement Notice for upcoming pipelines.

## `procurementGroups` (type: `array`):

Empty = all.

## `countries` (type: `array`):

Borrower country names as used by the World Bank, e.g. \["Kenya", "India", "Viet Nam"].

## `buyer` (type: `string`):

Implementing agency or project name contains, e.g. "Ministry of Health".

## `publishedFrom` (type: `string`):

YYYY-MM-DD or relative ("7 days"). Default: last 3 days.

## `publishedTo` (type: `string`):

YYYY-MM-DD. Default: today.

## `onlyOpen` (type: `boolean`):

Keep only notices with a submission deadline today or later.

## `minValue` (type: `integer`):

Applied to the signed contract price on Contract Award notices.

## `maxValue` (type: `integer`):

Applied to the signed contract price on Contract Award notices.

## `includeUnknownValue` (type: `boolean`):

Keep notices that publish no value when a value filter is set.

## `maxResults` (type: `integer`):

0 = no limit. Default 50. The World Bank publishes ~200 notices per day.

## `includeBuyerContacts` (type: `boolean`):

Include named contact persons, emails and phone numbers published in the notices (buyerContactName/Email/Phone). Off by default for GDPR data minimisation: you then get organization-level info only (buyer name, city, country, notice and document links). Turn on only if you have a lawful basis (e.g. legitimate interest for B2G bid contact) to process this personal data.

## `onlyNew` (type: `boolean`):

Remember what earlier runs delivered and return (and charge for) only notices you have not received yet. Ideal for scheduled daily alerts.

## `monitoringId` (type: `string`):

Name of the watch-list memory used by 'Only new'. Use a different ID per saved search/schedule.

## `includeRawData` (type: `boolean`):

Adds the full World Bank notice under `raw` (bigger output). Personal contact keys are removed unless contacts are on.
