### Next focused release

- Monitor runs now publish replayable, complete site batches to a run-specific changes dataset. Synchronization event rows use schema version 2 and stable `eventId` and `batchId` fields.
- The first complete successful monitor run emits explicitly labelled `URL_BASELINE` records, including when `outputMode` is `changesOnly`.
- `CHANGE_BATCHES` is the completion ledger. Consumers must filter feed rows by its batch IDs and deduplicate repeated delivery by event ID.
- Pending and confirmed sitemap removals remain review events. No downstream document is automatically deleted.
- Valid empty sitemap trees can establish or advance an empty baseline; partial and failed traversals preserve prior state and removal counters.
