## EPA Environmental Compliance Scraper

Screens US facilities in EPA's ECHO database: who holds which environmental permit, who is in violation, when they were last inspected and what penalties were assessed. Useful for environmental due diligence, site selection and supplier screening.

**Input:** `states` (list of two-letter codes), `program` (Clean Water Act, Clean Air Act, RCRA, Safe Drinking Water Act), `majorOnly`, `inViolationOnly`, `county`, `maxItems`.
**Output:** `facilityName`, `sourceId`, `program`, `street`, `city`, `state`, `zip`, `county`, `permitNumber`, `statute`, `complianceStatus`, `quartersInViolation`, `lastInspection`, `penalties`, `latitude`, `longitude`, `scrapedAt`.

ECHO is a two-step API: a search call returns a query ID, a second call returns the rows. This Actor does both for you.

## `majorOnly` (type: `boolean`):

On returns only major permitted facilities. Off widens the search to minor ones and can be very large.

On returns only facilities currently flagged as in violation.

## `county` (type: `string`):

Optional county name to narrow the search.

## `maxItems` (type: `integer`):

Hard cap on the number of facilities returned (cost protection).
