## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Sanctions Change Feed: OFAC, EU, UK + Sanctioned Vessels

Know the moment someone is **added to, removed from or edited on** the **US OFAC SDN list, the EU consolidated sanctions list or the UK Sanctions List**, all in one normalized feed. Includes **about 2,200 sanctioned vessels** with IMO number, flag, type and owner, for monitoring the shadow fleets serving Russia and Iran.

Built for compliance and KYC teams, maritime insurers, ship brokers and charterers, trade-finance desks, journalists and OSINT researchers.

### What it does

- **Changes mode (default):** every run downloads all three official lists and compares them with the previous run. You get one row per **added**, **removed** or **changed** designation. Schedule it daily for a sanctions alert feed.
- **Full mode:** exports the current lists with filters, for example "all vessels" or "everything under Russia programs".
- **One schema for three lists:** name, aliases, type (individual, entity, vessel or aircraft), programs/regimes, countries, dates of birth, identifiers, listing date and remarks.
- **Vessel fields:** IMO number, flag, previous flags (UK), vessel type, owner/operator and call sign.
- **Filters:** entity type, program keyword (`RUSSIA`, `IRAN`, `SDGT`...) and name or IMO search.

### Coverage (as of October 2026)

| List | Designations | Vessels |
|---|---|---|
| US OFAC SDN | ~19,500 | ~1,540 |
| EU Consolidated Financial Sanctions | ~6,200 | (EU vessel bans are in separate annexes, not this list) |
| UK Sanctions List (FCDO) | ~6,400 | ~670 |

### Input

```json
{
  "mode": "changes",
  "lists": ["OFAC", "EU", "UK"],
  "entityTypes": ["vessel", "entity"],
  "programs": ["RUSSIA", "IRAN"]
}
```

The first run in changes mode records a baseline and outputs one `baseline` row per list. Changes are reported from the second run on.

### Output

```json
{
  "changeType": "added",
  "list": "UK",
  "id": "RUS3752",
  "name": "IMO 7808401 (BEBEK-E)",
  "type": "vessel",
  "programs": ["The Russia (Sanctions) (EU Exit) Regulations 2019"],
  "imo": "7808401",
  "vesselFlag": "Turkey",
  "vesselOwner": "Alasonya Denizcilik Tic Ltd",
  "listedOn": "2026-10-02",
  "detectedAt": "2026-10-03T06:00:00Z"
}
```

`removed` rows include the list, ID, name, type and programs of the entry that disappeared.

### Pricing

- **$5 per 1,000 changes** in changes mode. Baseline rows are free.
- **$1 per 1,000 records** in full-export mode.

No start fee. A daily run with no changes costs almost nothing.

### Important

- **Not a screening decision:** this is a data feed. Always confirm matches against the official source before acting:
  - OFAC Sanctions List Service
  - EU Financial Sanctions Files
  - UK FCDO Sanctions List
- **Personal data:** the lists include individuals' names and dates of birth as published by governments. Use them only for compliance and lawful purposes.

# Actor input Schema

## `mode` (type: `string`):

Changes mode records a baseline on its first run and reports differences on every later run; schedule it daily. Full mode exports the current lists.

## `lists` (type: `array`):

Official lists to read.

## `entityTypes` (type: `array`):

Leave empty for all. Choose Vessels for shadow-fleet monitoring.

## `programs` (type: `array`):

Keep entries whose program or regime contains any of these, e.g. <code>RUSSIA</code>, <code>IRAN</code>, <code>RUS</code>, <code>Russia</code>, <code>SDGT</code>.

## `nameSearch` (type: `array`):

Keep entries whose name, alias or IMO number contains any of these.

## `proxyConfiguration` (type: `object`):

Not needed: official government downloads.

## Actor input object example

```json
{
  "mode": "changes",
  "lists": [
    "OFAC",
    "EU",
    "UK"
  ],
  "proxyConfiguration": {
    "useApifyProxy": false
  }
}
```

# Actor output Schema

## `results` (type: `string`):

The dataset rows.
