The Actor reads the City of Philadelphia's public permit data, filters low-value administrative noise, identifies relevant trades, scores commercial usefulness, and returns only qualified records.

### What makes it different

Raw permit feeds often mix actionable construction work with zoning-only, administrative, or otherwise low-value records. With `excludeMinor=true`, this Actor requires an identifiable trade opportunity before a result is returned.
