## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Public Tenders: Portugal, Spain & EU (BASE, PLACSP, TED)

**Every new public tender in Portugal, Spain and the EU, in one clean daily feed.**

Public buyers publish hundreds of new calls for tender every day, scattered across national portals in different formats. This Actor brings together **Portugal's Portal BASE**, **Spain's Plataforma de Contratación del Sector Público** (with the regional platforms it aggregates) and **TED for all 27 EU countries**, puts them in one format, and lets you filter by keyword, CPV code, value or contract type. Schedule it and get **only the tenders you haven't seen yet**, every morning.

### ✨ Why use it

- 🔔 **Daily alerts without noise:** *New* mode remembers what you already received.
- 🇵🇹 **Small Portuguese tenders too:** Portal BASE includes announcements below the EU thresholds that never reach TED.
- 🇪🇸 **Spain's regional platforms included,** with the status of each tender (open, in evaluation, awarded…).
- 🎯 **Precise filters:** keywords in any language, CPV prefixes, minimum and maximum value, works, supplies or services.
- 📎 **Straight to the documents:** each notice links to its official page and tender documents.
- 💸 **Pay per notice:** $0.004 each. A daily alert for a few CPV codes usually costs a few cents.

### 🌍 Coverage

- 🇵🇹 **Portugal:** every announcement published in Portal BASE, including the ones below the EU thresholds.
- 🇪🇸 **Spain:** the national platform plus the regional platforms it aggregates, with status (open, in evaluation, awarded…).
- 🇪🇺 **EU-27:** calls for competition from TED.

No proxies, browsers or API keys are involved.

### 💡 Use cases

- **SMEs and consultancies that sell to the public sector:** a morning list of new tenders in your CPV codes, before your competitors spot them.
- **Bid managers:** values, deadlines and buyers from three portals in one place.
- **Market analysts:** who is buying what, where and for how much.
- **Developers of procurement tools and AI agents:** one normalized feed through the Apify API or MCP.

### 🚀 How to use it

1. Click **Try for free** and choose the countries.
2. Add keywords in any language (`software`, `limpieza`, `nettoyage`) or CPV prefixes such as `72` for IT services, and a minimum value if you like.
3. Run it and download the results as **Excel, CSV or JSON**, or read them from the **Apify API**.
4. Want alerts? Save it as a task in *New* mode, add a daily **schedule**, and send new tenders to Make, Zapier, n8n or a webhook.

### 📥 Input examples

New IT tenders in Portugal and Spain, every day (schedule it):

```json
{ "countries": ["PT", "ES"], "cpvPrefixes": ["72", "48"], "mode": "new", "monitorId": "it-iberia" }
```

Cleaning services in Portugal, Spain and France above €100,000:

```json
{ "countries": ["PT", "ES", "FR"], "keywords": ["limpeza", "limpieza", "nettoyage"], "minValue": 100000 }
```

### 📦 Output

One row per notice. For example, a Spanish IT tender found through TED:

```json
{
  "noticeId": "TED-707641-2026",
  "source": "TED",
  "country": "ES",
  "title": "Servicio Integral de Ciberseguridad SIC27",
  "buyerName": "Compras de la Corporación de Radio y Televisión Española S.A.",
  "cpvCodes": ["72000000"],
  "contractType": "services",
  "estimatedValue": 4415571.14,
  "currency": "EUR",
  "publicationDate": "2026-10-14",
  "deadline": "2026-11-19",
  "noticeUrl": "https://ted.europa.eu/en/notice/-/detail/707641-2026"
}
```

All fields: `noticeId`, `source`, `country`, `title`, `description`, `buyerName`, `buyerId`, `buyerCity`, `region`, `cpvCodes`, `contractType`, `procedureType`, `estimatedValue`, `currency`, `publicationDate`, `deadline`, `status` (Spain), `lots`, `documentsUrl`, `noticeUrl`, `license` and `fetchedAt`. Contact names, emails and phone numbers are left out.

### 💰 How much does it cost?

| Event | Price |
|---|---|
| Notice (one row) | $0.004 |

Higher Apify plans get volume discounts. A daily alert for a few CPV codes usually returns 5 to 50 notices, so it costs 2 to 20 cents a day. 1,000 notices cost $4.

### ℹ️ Good to know

- **Portugal:** the Portal BASE open-data dump is refreshed about **once a week**, so the newest Portuguese notices can be a few days old. The run log says how recent they are.
- **Spain:** the national feed carries every status change of every tender, so one run reads about 1.5 to 3 days of it. For complete Spanish coverage, **schedule a daily run in New mode**.
- **Duplicates:** Portuguese and Spanish notices above the EU thresholds are also in TED. By default the Actor uses only the national sources for PT and ES; turn on *Also TED for Portugal and Spain* if you want both.
- Notices without an estimated value are kept when you filter by value.
