- EU VAT numbers (27 member states and Northern Ireland, XI) checked with VIES; GB EORI numbers with HMRC's Check an EORI number API; EU and XI EORI numbers with the European Commission's EORI validation service (EOS).

- Outages and busy services get a free `source_unavailable` row, never `invalid`.
- Each VAT number is checked with VIES at most once a day (daily cache); VIES requests are paced one at a time.
