Track New and Deprecated MCP Registry Servers

Follow servers updated in the official MCP Registry, including deprecated and deleted status. The first run uses lookbackDays; later runs resume from the saved checkpoint. Keep monitorKey stable. New-to-monitor servers get BASELINE rows, not proof of a new registration. A PARTIAL window continues on the next run. MaxResults bounds observations per run.
