Building Common Elements, we kept running into the same problem: public government data is technically free but practically inaccessible. Pulling it reliably meant writing the same boilerplate over and over — pagination, rate limits, schema normalization, format quirks.

Eventually we had a collection of clean, well-tested actors and figured others could use them too.
