How the filters behave: 1688 applies them on its side, using the price at the minimum order quantity. Because of that, a row can have a priceFrom (bulk tier) or promoPrice below minPrice and still match. The Actor re-checks every row against minPrice, maxPrice and maxMoq and drops anything outside them before saving. A row is kept when its price range, from promoPrice or priceFrom up to priceTo, overlaps your range. That way you are never charged for an off-filter row. The run may scan a few more pages to reach maxItems. The city filter is left to 1688: for county-level cities such as Yiwu, rows show the parent city (金华).
