How the scoring works
The bid_intelligence_score produces a composite score across four procurement dimensions.
Contract Pipeline Predictor scores the probability of upcoming procurement actions based on SAM.gov opportunity volume, Federal Register pre-solicitation notices, Grants.gov listings, and congressional appropriations signals. High activity across multiple signals indicates a strong pipeline.
Incumbent Advantage Score quantifies recompete difficulty based on USAspending contract history, spending concentration, lobbying activity, and political contribution patterns. Incumbents with long contract histories, active lobbying, and political donations are harder to displace.
Political Wind Analysis measures legislative and lobbying pressure direction for specific agencies or sectors. Congressional bills, member stock trades, lobbying expenditures, and Federal Register regulatory activity together indicate whether political momentum favors or threatens a procurement area.
Agency Spending Velocity detects acceleration or deceleration in agency-level spending by analyzing USAspending award trends. Rising velocity indicates growing budget commitment; declining velocity signals budget pressure.
